تناولت الدراسة بالتحليل تصنيفين من اهم التصنيفات العالمية للجامعات، وقدمت الدراسة عرضا موجزا عن نشأة التصنيفات المحلية للجامعات التي وجدت في الولايات المتحدة الأمريكية والمملكة المتحدة، وكانت الأساس الذي تطورت عنه التصنيفات العالمية للجامعات، وحللت الدراسة أهم أهداف التصنيفات العالمية وأهميتها، ودورها في إعادة هيكلة مرحة التعليم العالي في كثير من الدول، ودعم التوجه الدولي للجامعات ومؤسسات التعليم العالي، وكذلك دعم التوجه إلى التركيز على البحث الطمي كأهم منتج للجامعات اليوم. ثم عرضت الدراسة لتصنيفين من أهم التصنيفات العالمية للجامعات، وهما: تصنيف جامعة جياو تونج شنغهاي، وكذلك تصنيف Q S، وتناولت الدراسة نشأة هذين التصنيفين، وأهم المعايير والمؤشرات التي يستخدمها التصنيفان، وأهم النتائج. وتناولت الدراسة بالوصف والتحليل والمقاربة خبرتي كل من تايوان ومصر، في تطوير ساسة التعليم العالي والجامعي في ضوء ما أسفرت عنه النتائج التي حققتها جامعاتهما في التصنيفات العالمية للجامعات، وبيان أهم السياسات والإجراءات والمشروعات التي طبقتها كل من الدولتين من تحقيق ذلك. وفي النهاية خلصت الدراسة إلى مجموعة من النتائج، ثم قدمت الدراسة رؤية مقترحة ترى أنها يمكن أن تسهم في تطوير الجامعات المصرية ومؤسسات التعليم العالي، حتى يكون بإمكانها المنافسة على المستوى المحلي والعالمي وتحقيق رتب متميزة في التصنيفات العالمية للجامعات.
This study has focused on the analysis of the most distinguished two international university rankings. The study presented a brief history about the beginnings of local university ranking systems in U. S. A and U. K. That effort represented the base for international ranking of universities later on. Then the study moved towards touching upon the ultimate objectives, importance and the role of those rankings in reengineering higher education in so many countries around the world. The international rankings for sure reinforced the international perspectives of university and higher education in general, added to focusing scientific research the main product of universities nowadays. The two main rankings involved in this study are: Shanghai Jiao Tong University and the QS. When tackling these two ranking a special consideration has been given to the beginning, indicators, criteria and main results of those rankings. The current study gave a detailed description, analysis and a comparative study for the two experiences of Egypt and Taiwan relating to the development of higher and university education policy. This has been done in light of the results achieved by universities in each country relating to university international ranking. Some focus has been given to the most distinguished policies, procedures and projects adopted by each country to achieve its goals in this field. In conclusion, the study has reached at some results in. light of which a vision has been constructed for Egyptian universities and higher education to be developed, and at the end of the day can compete for achieving some levels at the international level.
