المستخلص: Our study aims to shed light on what is going on in the Arab world today, namely Algeria, Kuwait and the United Arab Emirates, because of the digital changes that have invaded them without permission. This resulted in a negative phenomenon that is alien to our Arab societies, known as DIGITAL DRUGS, a silent crime that has no place in the criminal dictionary , by answering an important problem that is the extent to which the seriousness of this phenomenon is felt, and its exacerbation in the Arab countries, especially with the spread of the Internet, through its introduction and legal status, and this can only come through a clear vision and intensification of the efforts by Arab governments to address it through provisions of the law criminalizing it and measures that limit the risk of their spread, and based on the need to establish a legal framework that frames the phenomenon so that it does not remain without law.

تتلخص دراستنا في تسليط الضوء على ما يمر به الوطن العربي اليوم تحديدا كل من الجزائر والكويت والإمارات المتحدة جراء المتغيرات الرقمية التي اجتاحتها دون استئذان، فجاءت بظاهرة سلبية دخيلة علي مجتمعاتنا العربية تعرف بالإدمان الرقمي "DIGITAL DRUGS"، جريمة صامتة لا محل لها في القاموس الجنائي، وذلك من خلال الإجابة عن إشكالية هامة هي مدى الشعور بخطورة هذه الظاهرة، واستفحالها في دول الوطن العربي خاصة مع الانتشار الواسع للإنترنت وذلك من خلال التعريف بها وبمركزها القانوني، وذلك لا يتأتى إلا من خلال وضع رؤية واضحة بشأنها، وتكاثف جهود الحكومات العربية لمواجهتها من خلال نصوص قانونية مجرمة لها وإجراءات تحد من خطر انتشارها وبناءا عليه ضرورة وضع إطار قانوني يؤطر الظاهرة حتى لا تبقى بدون قانون.

Notre étude reflète la lumière sur ce qui se passe dans le monde arabe d'aujourd'hui spécifiquement l'Algérie et le Koweït et Emirats a la suite des technologies numériques qui ont contribué a apporter des changements importants dans nos sociétés arabes , et qui ont balayé les états sans autorisation, est d’où est venu le phénomène de toxicomanie connue sous le nom de toxicomanie numérique "Digital Drug". Un crime silencieux qui na pas de place dans le dictionnaire criminelle, cette étude donne réponse a une problématique importante quelle est son statut juridique ?et es ce quand ressent la gravite de ce phénomène ?
Ce phénomène appelle à la nécessité de développer une vision claire sur lui, et condenser les efforts des gouvernements arabes pour y remédier à travers les textes juridiques qui le criminalisent et suivre des procédures pour en réduire les risques de propagation.
Toute fois le besoin d’un cadre juridique pour réglementer ce phénomène reste indispensable pour que Digital Drugs ne reste pas une zone de nom droit
