المستخلص: لقد لعبت وسائل الإعلام الجديد "شبكات التواصل الاجتماعي"، دورا فى الحراك السياسي الذى شهدته العديد من الدول العربية، حيث فتحت مواقع التواصل الاجتماعي المجال أمام المواطن العربي كي يكون فاعلا ومؤثرا فى العملية الاتصالية من خلال إيجاد فضاء للتوعية والتعبير عن الرأي، كما تم توظيفها كبنية تحتية سياسية للحشد وخلق الرأي العام، لتصبح أداة إعلامية مهمة ذات تأثير سياسي كبير، ومن ثم انطلقت هذه الدراسة للتعرف على مدى تأثير شبكات التواصل الاجتماعي على التحول الديمقراطي فى مصر وذلك من خلال الاعتماد على الأسلوب العلمي الممثل فى استخدام المنهج المتكامل كأحد المناهج المستخدمة فى البحث العلمي، وذلك من خلال الاعتماد على المنهجين (الاستقرائي والاستنباطي) كما تم الاعتماد على عدة من المداخل منها، المدخل التاريخي والقانوني وتحليل النظم بالإضافة إلى المدخل المقارن وقد تم التوصل إلى أن شبكات التواصل الاجتماعي أهتمت بما يحدث فى العالم بشكل عام والأحداث التي وقعت فى المنطقة العربية بشكل خاص ، وقد وظفت كل إمكانيتها فى تغطية أهم الأخبار والأحداث الجارية. ومن أهم التوصيات، يجب الاستفادة من انتشار شبكات التواصل الاجتماعي وخاصة بين الشباب للمساهمة في تشكيل الرأي العام تجاه القضايا المختلفة من خلال تقديم الحكومة وسائل توجيهيه للمواطنين عبر هذه المواقع. وكذلك العمل على التوعية المستمرة بخطورة الآثار السلبية الناتجة عن ترويج الأفكار الهدامة والإشاعات التي من شأنها خلق الفتنة.

The new media, “social networking sites”, played a role in the political movement witnessed in many Arab countries, where social media sites opened the way for Arab citizens to be effective and influential in the communication process by creating a space for awareness and expression of opinion. It has also been used as a political infrastructure for mobilizing and creating public opinion, to become an important media tool with great political influence. This study was then carried out to identify the impact of social media networks on democratic transformation in Egypt by relying on the scientific method represented in the use of the integrated curriculum as one of the methods used in scientific research. This is through the use of the two methods (inductive and deductive) as well as a number of approaches have been adopted, including historical and legal approaches and systems analysis in addition to the comparative approach. It has been concluded that social networking sites have taken care of what is happening in the world in general and the events that have occurred in the Arab region in particular and their full potential have been used to cover the most important news and current events. One of the most important recommendations: It is necessary to take advantage of the spread of social media networks, especially among young people, to contribute to shaping public opinion on various issues by the government providing guidance tools to citizens through these websites as well as to raising continues awareness of the seriousness of the negative effects resulting from the promotion of destructive ideas and rumours that could create discord.
