520 |a أصبح موضوع التلوث ومواجهته من أجل حماية البيئة من أهم المواضيع التي مازالت محور الاتفاقيات الدولية والتشريعات الوطنية، فقد طرحت فكرة التلوث على بساط البحث العلمي في أواخر التسعينيات من القرن العشرين عندما لجأت دولتي السويد والنرويج إلى الأمم المتحدة مقترحة عليها عقد مؤتمر دولي للنظر في حماية البيئة من التلوث بعد أن ذاقت ذرعا بمشكلة التلوث، وازداد الاهتمام بتلوث البيئة عندما ازداد التقدم الصناعي والتكنولوجي وبدأت العديد من الدول إعادة النظر في تشريعاتها وقوانينها الخاصة بهذا الشأن ومنها الجزائر، وهذا ما يطرح أهمية للبحث.
