المستخلص: Durant la période 2001-2014 et pour soutenir la croissance économique en Algérie et réaliser des taux élevés de cette croissance, les pouvoirs publics ont appliqués une politique économique inspiré de la théorie keynésienne et les théories de la croissance endogènes à travers des programmes de soutien de la relance et la croissance économique, mais cette application n'a pas conduit à soutenir la croissance économique et concrétiser une croissance économique durable, tandis que les résultats dans le domaine de soutien et renforcement de la production de richesse étaient faibles et décevants. Pour réaliser la croissance économique durable en Algérie, il s’agit de travailler au niveau de l’offre global et non pas au niveau de la demande globale, cela exige la construction d'une approche Algérienne authentique et la concrétisation des facteurs clés communs de réalisation de cette croissance économique durable, mais le plus important de ces facteurs c’est le facteur construction d’une nouvelle économie compétitive productive de la richesse et de la valeur ajoutée dans le régime de l’économie de marché, sa base et sa plate-forme de construction réside dans la construction d’une force agricole compétitive productive de la richesse, ce document vise à clarifier le rôle et la manière de construction d'une force économique agricole compétitive comme condition nécessaire et base de la réalisation de la croissance économique durable en Algérie.

خلال الفترة 2001-2014 ولأجل دعم النمو الاقتصادي في الجزائر وتحقيق معدلات عالية له قامت السلطات العمومية بتطبيق سياسة اقتصادية مستلهمة من النظرية الكينيزية ومن نظريات النمو الداخلي بواسطة برامج دعم الإنعاش والنمو الاقتصادي، غير أن تطبيق هذه السياسة لم يؤدي إلى دعم النمو الاقتصادي وتحقيق النمو الاقتصادي المستديم، وقد كانت النتائج في مجال دعم وتعزيز إنتاج الثروة ضعيفة ومخيبة. لأجل تحقيق النمو الاقتصادي المستديم في الجزائر، فإن الأمر يقتضي العمل بجانب العرض الكلي وليس بجانب الطلب الكلي، ويشترط ذلك بناء مقاربة جزائرية أصيلة وتجسيد العوامل المفتاحية المشتركة لتحقيق هذا النمو الاقتصادي المستديم، ومن أهم هذه العوامل هناك العامل المتمثل في بناء اقتصاد جديد تنافسي منتج للثروة وللقيمة المضافة في إطار نظام اقتصاد السوق يكون أساسه وأرضية بناءه قوة فلاحية تنافسية منتجة للثروة، وهذه الدراسة تهدف إلى توضيح دور وكيفية بناء قوة اقتصادية فلاحية تنافسية كشرط ضروري وأساس لتحقيق النمو الاقتصادي المستديم في الجزائر.

During the period 2001-2014, in order to support economic growth in Algeria and achieve high rates for it, the public authorities applied an economic policy inspired by the Keynesian theory and theories of internal growth through programs to support economic recovery and growth. However, the implementation of this policy did not support economic growth and achieve sustainable economic growth. The results in supporting and enhancing wealth production were low and disappointing. In order to achieve sustainable economic growth in Algeria, it is necessary to work alongside aggregate supply and not aggregate demand, and this requires building an authentic Algerian approach and embodying the common key factors to achieve this sustainable economic growth, And among the most important of these factors is represented in building a new competitive economy that produces wealth and value-added within the framework of the market economy system whose basis and ground for its construction is a competitive agricultural power-producing wealth. This study aims to clarify the role and how to build a competitive agricultural economic power as a necessary condition and basis for achieving sustainable economic growth in Algeria.
