|a أن تفعل الشيء الأولى أولا، يحتاج أن تحدد: ماذا تقدم، وماذا تؤخر؟ وعلى أي أساس يتم هذا التقديم والتأخير؟ هو ما تصدى له هذا العمل العلمي بالبحث والدراسة، استجلاء لجوانب تلك العملية التي من شأنها أن تجيب على التساؤلات السابقة، وهي عملية تحديد الأولويات وترتيبها ولكن في مجال التخطيط التربوي بصورة خاصة. وقد سعى البحث إلى التأكيد على أن مراعاة الأولويات تحديدا وترتيبا أثناء عملية التخطيط التربوي يسهم في رفع فعاليته وكفاءته. ومن أجل ذلك، البحث بتحديد جوائب عملية الأولويات؛ وبالأخص الجوانب المنهجية لعملية تحديد الأولويات وترتيبها. وتوصل إلى مجموعة من المداخل والأساليب يمكن الاستعانة بها عند تحديد أولويات قضايا التخطيط التربوي وترتيبها، وكذلك استنباط المراحل التي تمر بها عملية الأولويات وموقعها من عملية التخطيط التربوي.

|b To do the first thing first: need to identifr what to begin with and what to delay and on what basis this is done. This is what this scientific work sought to investigate in order to clarify this process which is concerned with answering the previous questions. This is matter of priorities, especially in the field of educational planning. This research has attempted to confirm that considering priorities especially and in an orderly manner during the process of educational planning will contribute to its efficiency and effectiveness. For this purpose, the research identified the different aspects of priorities, especially the methodological aspects related to identification and order of this process of priorities. The research has come up with a set of approaches and techniques that can be of help in determining and ordering priorities of educational planning and in deducing the different stages that this process of priorities passes by and its position in the process of educational planning.
