|a تُعدَّ المخاطر من الأمور التي تقلق بال المستثمرين سواء كانوا أفرادا أم مؤسسات، وبما أنَّ العمل المصرفي والمصارف تعد العمود الفقاري للاقتصاد الفلسطيني؛ لدورها الرئيس في ضخ الأموال اللازمة للمشاريع الاستثمارية، والنهوض بالاقتصاد الفلسطيني، والوصول به إلى بر الأمان، ولما كانت البيئة الفلسطينية بيئة مليئة بالمخاطر نتيجة عدم استقرار الأوضاع السياسية والاقتصادية في المنطقة، كان لابد من توافر جهة رقابية تشرف على أعمال هذا القطاع المهم الذى يُعدَّ حديث النشأة من أجل تقويمه، وسن القوانين واللوائح التي تنظم عمله، حيث تم إنشاء سلطة النقد الفلسطينية عام 1994 لتقوم بهذا الدور المهم. وقد أثبتت نتائج البحث أن سلطة النقد قد قطعت شوطا كبيرا في هذا الاتجاه، إذ نجحت في قيادة الجهاز المصرفي وتوجيهه إلى بر الأمان، وأنها قد استحدثت نماذج وأساليب للعمل المصرفي أدت بشكل كبير إلى تقليل المخاطر في العمل المصرفي، مما حدا بجهات كثيرة كالبنك الدولي إلى الثناء على النجاحات الكبيرة التي حققتها سلطة النقد الفلسطينية في تخفيض مخاطر العمل المصرفي الفلسطيني.

|b The risk considered the most thing to worry about whether they personal investors neither institutions, and due to considering the banking sector is the backbone of the Palestinian economy and for its major role for pumping the necessary funds required for the investments and projects, to help the Palestinian economy to be stabilized. As known the Palestinian environment is full of risk because of the unstable economic and political situations in the region, therefore it was very important to create supervisory body to control and supervisor the new pom Palestinian banking system. Therefore the Palestinian authority established the Palestinian monetary authority in 1994 to play this role. The research result proved that the Palestinian monetary authority succeed in this mission and Has made great strides in this direction by introduce new methods in banking business which results in reducing the risk levels to the minimum levels, Which prompted many official bodies like the world bank to commends on the Palestinian monetary authority on its success of reducing the risks of the Palestinian banking system.
