المستخلص: The development of "Telemedicine" started at the beginning of the eighties of the last century and the main objective of it was to provide with medical services in the poor countries or rural areas in parallel to those offered in big cities and capitals, and to reduce the patient's traveling expenses as well as communication between the patient and the physician the thing that provides with a greater comfort for the patient. The term "Telemedicine" refers to the use of remote communication technologies to carry out medical diagnoses and surgical procedures as well as the treatment and care of patients remotely. Telemedicine has become one of the medical services offered by several medical teams and international companies, especially those working in the field of aviation and maritime transport around the world. In Saudi Arabia, this issue is new, but it has become widespread in a number of countries around the world. This telemedicine sector is witnessing a growth of about 10% per year, and its revenues have amounted to more than $500 million in North America during the current year. Several hospitals have begun to participate and be involved in international projects that aim at marketing telemedicine services. The question here is to what extent of confidence in the authentication of the Tele diagnosis and treatment between the patient and the electronic doctor, as well as the price paid for such a service, and the nature of the relationship between the doctor and patient through this technological means. Does the Ministry of Health set clear terms for the construction of this system? Who bears the responsibility for potential errors that will occur, especially in light of the presence of defect factors in the health system and the lack of skilled doctors? As a result of the foregoing, the researcher aims through this study to: 1. Study of the experiences of some countries that offer Telemedicine Services 2. Study the possibility of insurance the Risks Telemedicine. 3. Propose a system to insure the risks of Telemedicine in the Kingdom of Saudi Arabia.
