المستخلص: يتناول البحث الحالي دور وأهمية إدارة التغيير في التطوير التنظيمي للمؤسسات الحكومية بالمملكة العربية السعودية وذلك لمعرفة مدى مساهمة إدارة التغيير في التطوير التنظيمي للقطاع الحكومي على وجه التحديد وذلك لان القطاعات الأخرى مثل القطاع الخاص والقطاع الخيري قد تحتاج إلى تطوير ولكن ليس مثل القطاع الحكومي لما فيه من العديد من المشاكل الإدارية والتنظيمية أهمها عدم وضوح رؤية المؤسسة الحكومية تجاه تحقيق أهدافها المستقبلية وأيضا وجود العديد من المشاكل في الهيكل التنظيمي للمؤسسة مما يصعب عملية الاتصال بين المستويات الإدارية الثلاثة وأيضا التخبط في استخدام الأنظمة الحديثة والمتطورة والذي يترتب عليه مقاومة التغيير وأيضا كثرة دوران العمالة وتقديم الاستقالات والاتجاه إلي القطاعات الأخرى، لذا قام البحث الحالي بإلقاء الضوء علي هذه الجوانب بالإضافة إلى أنه تم تطبيق البحث علي بلدية بمنطقة الرياض بالمملكة العربية السعودية وذلك لعدة أسباب أهمها أن هذا النوع من المؤسسات الحكومية لدية العديد من المشكلات الإدارية حيث يرتبط نجاحها ارتباطا كليا بخدمة المواطنين، قد تم توزيع الاستبانة علي عينة البحث المكونة من 147 مفردة وهم جميع الموظفين ببلدية محافظة المجمعة بمنطقة الرياض التابعة لوزارة الشؤون البلدية والقروية وهم من الإدارة العليا ورؤساء الأقسام والمشرفين والمرؤوسين وذلك لاستنباط النتائج باستخدام مختلف المقاييس الإحصائية لأثبات فروض البحث، وتوصل البحث إلى عدة نتائج أهمها ثبوت صحة فروض البحث والتي أوضحت أن إدارة التغيير تؤثر في تحسين برامج التدريب للعاملين بالمنظمة وتساعد على تحسين خطط العمل والخطط التشغيلية للأقسام ولها دور فعال في عملية إعادة هندسة الإدارة أو إعادة بناء الهيكل التنظيمي للمنظمة على مستوى الإدارات والوحدات ومن النتائج الهامة أيضا أن تطبيق إدارة الجودة الشاملة بالمنظمة يتطلب تغييرا شاملا عن طريق إدارة التغيير كما هو الحال في استخدام التقنيات الجديدة والمتطورة وتم إثبات صحة الفرض الرئيسي الثاني والذي يشير إلى أنه لا توجد فروق ذات دلالة إحصائية بين إدارة التغيير والتطوير التنظيمي للمنظمة وبين خصائص عناصر البحث مما يشير إلى أن إدارة التغيير والتطوير التنظيمي بالمنظمة لا يتأثر بأعمارهم ومؤهلاتهم العلمية والمستوى الإداري لوظائفهم.

The current research deals with the role and importance of change management in the organizational development of government institutions in the Kingdom of Saudi Arabia in order to know the extent of the contribution of change management to the organizational development of the government sector in particular. This is because other sectors such as the private sector and the charitable sector may need to be developed, but it is not like the government sector because of its many administrative and organizational problems, the most important of which is the lack of clarity in the vision of the government institution towards achieving its future goals. Also, there are many problems in the organizational structure of the institution, which makes it difficult to communicate between the three administrative levels, as well as confusion in the use of modern and advanced systems. This makes it difficult to communicate between the three administrative levels, as well as confusion in the use of modern and advanced systems, which results in resistance to change, as well as the large number of labor turnover, submission of resignations, and direction to other sectors. Therefore, the current research sheds light on these aspects in addition to the fact that the research was applied to the municipality of Al Majmaah Governorate in the Riyadh region in the Kingdom of Saudi Arabia for several reasons, the most important of which is that this type of government institution has many administrative problems where its success is completely linked to serving citizens. The questionnaire was distributed to the research sample consisting of 147 individuals, and they are all employees in the municipality of the Majmaah Governorate in the Riyadh region of the Ministry of Municipal and Rural Affairs, and they are from the senior administration, heads of departments, supervisors and subordinates, in order to draw out results using various statistical measures to prove the research hypotheses. The research concluded several results, the most important of which is the validity of the research hypotheses, which showed that the management of change affects the improvement of training programs for the employees of the organization and helps to improve the work plans and operational plans of the departments and has an effective role in the process of re-engineering the administration or rebuilding the organizational structure of the organization at the level of departments and units. Another important result is that the application of total quality management in the organization requires a comprehensive change through change management, as is the case in the use of new and advanced technologies. The validity of the second main hypothesis was proven, which indicates that there are no statistically significant differences between change management and organizational development for the organization and the characteristics of the research elements, which indicates that change management and organizational development in the organization is not affected by their ages, educational qualifications, and the administrative level of their jobs. This was for several reasons, the most important of which is that this type of government institutions has many administrative problems, where its success is entirely related to the service of the citizens. The questionnaire was distributed to a sample of 147 individuals who are all employees in the district of Al Majma governorate in Riyadh region of The Ministry of Municipal and Rural Affairs. They are from the senior management and the heads of departments, the supervisors and the subordinates. This is to derive the results using various statistical measures to prove the hypotheses of the research. The research reached several results, the most important of which is that the validity of the research hypotheses was proved, which explained that the change management affects the improvement of the training programs for the employees of the organization and helps to improve work plans and the operational plans of the divisions which have an active role in the process of reengineering Management or rebuilding the organizational structure of the organization at the level of administrations and units. One of the important results is that the application of TQM\ total quality management in the organization requires a comprehensive change through the Change management as in the case of using the new and the modern technologies. The second main hypothesis was proved, which indicates that there are no statistically significant differences between the change management, the organizational development of the organization and the characteristics of the research elements. This indicates that the change management and the organizational development of the organization is not affected by their age, their scientific qualifications and the administrative level of their jobs.
