|b Brain drain has been a subject of much debate and research over the few decades. There is compelling evidence that brain drain possesses both positive and negative ramifications on developing economies. The Brain drain is considered as an important point from the developing countries to the developed ones according to its reflection on the developed countries especially the possibility of exploitation of this countries of the scientific accomplishment done by these immigrants .In addition to the role of these immigrants in increasing needed from the WORLD INTELLECTUAL PROPERTY ORGANIZATION according to the developed countries and avoiding the developing countries from characteristic, we observe that their contribution is bad to these countries in those systems.

|a تعتبر هجرة الأدمغة إلى الدول المتقدمة أكبر مشكلة تعاني منها الدول النامية، وهي في تزايد مستمر ولذا وجب علينا الوقوف على الخسائر الناجمة عنها وخاصة في مسألة الاستفادة من اكتشافات واختراعات هذه الفئة والتي تستحوذ عليها الدول المتقدمة، وتحتكر استعمالها ونقلها إلى الدول النامية. ويتجلى هذا الاحتكار في سن القوانين المتعلقة بحماية حقوق الملكية الفكرية في هذه الدول. وتعتبر هذه الحقوق حقوقاً استئثارية يحصل عليها صاحب الاختراع أو الاكتشاف مقابل عمله وذلك من خلال التحكم في استعماله والاحتفاظ به.
