المستخلص: Following the efforts of the state to develop its economy and improve its investment climate, it was necessary to acquire an integrated infrastructure. A la suite des efforts de l'État pour développer son économie et d'améliorer le climat d'investissement qui devait posséder une infrastructure complète, pour parvenir au développement souhaité à tous les niveaux apparaît sous les défis économiques actuels qui le rendent devant un seule choix , qui est le partage de certaines fonctions avec le secteur privé et sa participation à divers programmes de développement. Dans l'exposition du projet «centreport", qui aura lieu en partenariat avec les chinois et Il est prévu de commencer ces travaux cette année, montre clairement que l’état est convaincu du rôle de la méthode BOT( Construire, Exploiter et Transférer) dans le financement et l'établissement de projets d'infrastructure.

إثر جهود الدولة لتطوير اقتصادها وتحسين مناخ الاستثمار فيها كان لزاما عليها امتلاك بنية تحتية متكاملة. ولتحقيق التنمية المنشودة على كافة الأصعدة يظهر قيد التحديات الاقتصادية الراهنة الذي جعلها أمام خيار وحيد يدعو إلى مقاسمة بعض المهام مع القطاع الخاص ومشاركته في برامج التنمية المختلفة.
وفي عرض مشروع "ميناء الوسط" الذي سيقام بالشراكة مع مجمعين صينيين وينتظر بدء أعماله هذه السنة، يظهر جليا اقتناع الدولة بدور نظام البوت (بناء-تشغيل-نقل الملكية) في تمويل وإقامة مشروعات البنية التحتية، وذلك بالنظر إلى ما يدره من منافعة عاجلة وآجلة.
