ان مفهوم الجودة في مؤسسات التعليم العالي يعتبر من المفاهيم الإدارية الحديثة الكفيلة بتحسين كفاءة وفاعلية المؤسسة الجامعية، من خلال بناء ثقافة عميقة عن الجودة بمعناها الشامل وإيجاد قاعدة من القيم والمبادئ التي تجعل كل فرد في المؤسسة يعلم ان الجودة تعتبر مسؤوليته، والمتتبع لتطور مسيرة التعليم العالي من خلال الاهتمام بالجودة في السودان يجد انه مع بداية ثورة التعليم العالي صدر أول قانون للمجلس القومي للتعليم العالي عام 1972م، وحتى نهاية الثمانينات لم يتجاوز العدد الكلي لمؤسسات التعليم العالي في البلاد سبع عشر مؤسسة منها أربعة جامعات حكومية واحد عشر كلية ومعهد عالي حكومي وجامعة أهلية واحدة وكلية جامعية أهلية إضافة إلى جامعة القاهرة بالخرطوم، والتي تم سودنتها في التاسع من مارس 1993م بقرار جمهوري، ثم نمت وتوسعت جامعة النيلين خلال الفترة الماضية وصارت تضم بين جنباتها عشرين كلية في مختلف التخصصات، اما إدارة الجودة بجامعة النيلين تاسست بقرار ادارى رقم 72 لعام2011 م ثم تم دمجها في مركز التطوير الاكاديمي والمهني والذي أنشئ في العام 2013م لتصبح عمادة الجودة للتطوير الاكاديمي والمهني بموجب القرار(51) للعام 2017م، ومن خلال هذه الورقة تم التعرف على دور ادراة الجودة في ترقية وتطوير الأداء الاكاديمي والمهني منذ تاريخ انشائها وحتى بعد ان صارت عمادة ومعرفة مشاريعها المستقبلية من خلال معيار الحكومة والإدارة وذلك من خلال الإجابة على السؤال عن اثر تطبيق معيار الجودة في الحوكمة والادارة بعمادة الجودة والتطوير الاكاديمي والمهني بجامعة النيلين ؟. ومن خلال هذه الورقة تم التوصل الى نتائج مهمة تتمثل في أن لجامعة النيلين هيكل اداري يتوافق مع رؤية ورساله واهداف تعمل وفقها الإدارة العليا لوضع الخطط التنفيذية التي توافق مع قانونها وامر تأسيسها، بالإضافة الى أن جامعة النيلين لها خطة إستراتيجية وضعت بعناية ورغم اعتمادها على المرجعيات المحلية والإقليمية والعالمية التي تهدف جميعها إلى تطوير وتحديث مؤسسات التعليم العالي لتؤدى دورها في إعداد الإنسان القادر على خدمة مجتمعه وتحوي رؤية ورسالة واهداف وغايات الا انها تحتاج للمراجعة واعادة ضبطها وفق المتغيرات في البيئة الداخلية والخارجية، كما أن الادارة العليا بالجامعة لها مجهودات مقدرة في تنمية قدرات اعضاء هيئة التدريس المهنية وذلك من خلال دعم برامج عمادة الجودة والتطوير الاكاديمي والمهني من خلال الاستفادة من الموارد المتاحة.

Orbiter and the evolution of the process of higher education through attention to quality in Sudan finds that with the beginning of the revolution of Higher Education issued the first law of the National Council for Higher Education in 1972, Until the end of the eighties did not exceed the total number of higher education institutions in the country seventeen institution of which four and eleven Faculty of public universities and the Institute of High-governmental and civil University and one college and university eligibility In addition to the Cairo University in Khartoum, And that was in March 1993 the presidential decree stipulates Sudanization Khartoum branch of Cairo University and became ALNEELN University , then grown and expanded University of ALNEELN during the last period and has become its incled twenty faculty in various disciplines, The Quality Management founded administrative decision No. 72 for 2011, and has been integrated into the academic and professional development center, which was established in the year 2013 to become the Deanship of academic quality and professional under Resolution (51) of 2017. Through this paper was to identify the role of quality management in the promotion and development of academic and professional performance since inception and even after he became the Deanship and knowledge of future projects through the standard government administration. By answering the question on the impact of the application standard of quality in governance and administration in the University of ALNEELN?. Through this paper has been reached important results are: 1. University of ALNEELN administrative structure competent with the vision, mission and objectives and work accordingly management to develop operational plans that agree with the law and ordered the foundation. 2. University ALNEELN have a strategic plan and a carefully crafted and despite their dependence on local, regional and global references all of which are aimed at the development and modernization of higher education institutions to perform their role in human capable of community service preparation and containing the vision, mission, goals and objectives, but it needs to review and re-tuned in accordance with the changes in the internal and external environment factories. 3. Top management of the University of ALNEELN have efforts ability in the capabilities of the members of the professional staff development through the support of the Deanship of academic quality programs and professional development by taking advantage of available resources.
