تناولت الدراسة موضوع مشروعية قرارات دولة المقر في إنهاء عمل المنظمات الدولية، في محاولة للكشف عن تبرير هذه القرارات من الناحية القانونية. تمثلت أهمية الموضوع عن المنظمات الدولية ودورها في المجتمع الدولي، فضلاً عن ما تقوم به من نشاطات واسعة قد تنتج عنها أفعال غير مشروعة تصيب كيانات دولية تستوجب على إثرها مساءلتها قانوناً. تهدف الدراسة حول الوقوف على المشكلات التي تواجه المنظمات الدولية بدولة المقر، وأسباب اختلاف هذه المنظمات مع دولة المقر. تمثلت المشكلة في تعزيز عدم الثقة بين المنظمات الدولية ودولة المقر. اتبعت الدراسة المنهج التحليلي الوصفي لعرض المشكلة. توصلت الدراسة لعدد من النتائج أهمها ندرة الحالات العملية لإنهاء عمل المنظمات الدولية من قبل دولة المقر، لأن المنظمة الدولية دائماً تسعى لإصلاح الضرر الواقع على دولة المقر اللجوء الى المفاوضات لتسوية الخلافات التي قد تنشأ بينهم، لأن المفاوضات تعتبر من أفضل الطرق الودية التي تتبع لحل النزاعات بين أشخاص القانون الدولي.
The study addressed the issue of the legality of the decisions of the host country in the end the work of international organizations; in an attempt to detect justify these decisions legally. The study followed the analytical descriptive approach to display Problem. the study arrive for a number of the most important results scarcity of practical cases to end the work of international organizations by the host country, because the international organization has always sought to repair the damage caused to the state headquarters at full speed. the study introduce several recommendations including the International Organization and the host country to resort to negotiations to resolve differences that may arise between them, because the negotiations are considered one of the best friendly roads that follow to resolve disputes between subjects of international law.
