|b The legal requirements, which are related to the rulers of treatment of the enterprise difficulties, has created, since its application until now, legal and practical problems across the borders; The thing that has attracted the attention of the community events based on changing the laws and urged it to view the bill number: 46-9 , that decrees changing and completing the 5th book of trade code that includes a new chapter (chapter 7) that can add to this book an international dimension, imposed by the requirements of international trade and the necessity of seeking inclusive and fair solutions that stand side by side with the international agreements, made by the country with other countries, to solve complex and legal problems caused by the transition of people and capitals across the borders or people's money investment in different countries. Therefore, this part of the bill has come up with procedural requirements for providing mechanisms of treating the cases of international enterprise difficulties through stating virtual solutions of some cases related to the way how to access the national rulers, recognition of foreign rulers, collaboration with foreign courts and foreign representatives and the case of multiple ruler. All of this is for the sake of strengthening and effective management of the legal and judicial international enterprise difficulties that would be fair for the enterprise and for all the other related parts.
