المستخلص: تتمثل المتغيرات العالمية التي تشكل العالم المعاصر في خمسة متغيرات رئيسة: (معرفية ومعلوماتية واقتصادية وسياسية وثقافية، ويتضمن كل تغير منها جدلاً علمياً وأيديولوجياً، بل ويؤثر كل منها في الآخر، لتشكل في النهاية البيئة المحيطة بالنظام التعليمي، وتفرض هذه المتغيرات آثاراً ومضامين عميقة وعديدة ذات صلة بالنظام التعليمي ومكوناته وعناصره، ومن أبرز هذه الآثار: البحث والتطوير، والمعلوماتية، والتنافسية، والديمقراطية والمواطنة، والمعيارية والتعددية الثقافية، وهي آثار وتحديات تمس عناصر العملية التعليمية، والتي من أهمها "المعلم"، حيث تؤثر في تكوين المعلم وإعداده معرفياً ومعلوماتياً ومهنياً وسياسياً وثقافياً. ومنها توصلت الباحثة إلى عدد من التوصيات منها: إعداد الطلبة وتدريبهم المستمر لمواجهة التحديات بمختلف أشكالها وغرس القيم العربية والإسلامية وروح الشورى في نفوسهم. -2 عقد ورش عمل لتدريب الطلبة حول توظيف عصر العولمة وتكنولوجيا الاتصالات والمعلومات في مجالات التعليم وتنمية فهم أعمق للمجتمع والمتغيرات العالمية المعاصرة التي أحدثتها العولمة. كما وضعت الباحثة عدد من المقترحات أهمها: -أن تعنى رسالة كليات جامعة بغداد بإثارة الوعي التربوي وبث الحكمة وفهم الوجود والتفاعل معه. -أن تقدم برامج كليات جامعة بغداد المزيد من مقررات العلوم البحتة، وزيادة أنصبة مقررات التدريب الميداني والبحث التربوي واستخدام المعلوماتية، وذلك على حساب بعض مقررات المناهج وطرق التدريس والإعداد التربوي، والتي لا تعطي فهماً واقعياً للعملية التعليمية. -أن يتم إعادة هيكلة ودمج لقسمي التربية وعلم النفس والمناهج وطرق التدريس في قسم واحد، بهدف توحيد الأهداف المعرفية والمهارية لمهنة وتحديد أتجاه مشترك لبرامجها وتعميق محتواها، وتلافي التكرار في مواضيعها، وتوفير الإثارة والتشويق والدقة لمتطلباتها.

Including teh researchers found a number Of recommendations including :1-prepared students and continuous training to meet teh challenges of various forms and instill teh Arab and Islamic values and teh spirit of teh Shura in them. 2-held workshops to train students about teh employment of teh era of globalization and information and communications technology in teh areas of education and teh development of a deeper understanding of contemporary global society and changes brought about by globalization Teh researchers also developed a number of proposals, including: 1- dat message means teh faculties of teh University of Dhi Qar to raise educational awareness and transmit teh wisdom and understanding of teh presence and interact with him. 2- Teh colleges offer programs Dhi Qar more decisions of pure science, and increasing shares of Field Training and Educational Research and teh use of information technology decisions, and at teh expense of some of teh decisions of teh curriculum and teaching methods and educational setting, which does not give an understanding and realistic of teh educational process 3- dat teh restructuring and integration of teh sections of Education and Psychology, curricula and teaching methods in a single department, in order to unify teh knowledge and skill objectives of teh teaching profession and define a common direction for programs and deepen teh content, and to avoid repetition in themes, and provide teh excitement and thrill of teh precision requirements.
