جاءت هذه الدراسة بعنوان: "إرهاب الدولة في القانون الجنائي السوداني لسنة (1991م) والاتفاقيات والمواثيق الدولية" حيث ناقشت هذه الدراسة مفهوم إرهاب الدولة من الناحية الفقهية والقانونية باعتباره أحد موضوعات القانون الدولي المعاصر، التي لم تحظ باهتمام الباحثين وشراح القانون الدولي. هدفت الدراسة إلى التعرف على مفهوم إرهاب الدولة في التشريعات الوطنية ومظاهره في أحكام القانون الجنائي النافذ وتطبيقات القضاء السوداني هذا من ناحية. والفرق بين إرهاب الدولة وجريمة العدوان من ناحية أخري. واتبعت هذه الدراسة المنهج التحليلي الوصفي باعتبارها دراسة مقارنة تحتاج إلى عرض النصوص القانونية والاتفاقية وتحليلها. وتفسيرها ومضاهاتها بما هو عليه الحال في القانون الجنائي السوداني وذلك من أجل التعرف على مواطن الضعف والخلل والعمل على معالجتها. وقسمت هذه الدراسة إلى مبحثين وكل مبحث به ثلاثة مطالب عالجت مع بعضها موضوع الدراسة بصورة دقيقة. وأخيرا خلصت الدراسة إلى عدد من النتائج من أهمها: إن مفهوم إرهاب الدولة يعتبر من موضوعات القانون الدولي المعاصر التي لا تزال محل جدل بين الدول، هذا من ناحية ومن ناحية أخرى هنالك لبس كبير لدى العديد من رجال القانون بين إرهاب الدولة، وجريمة العدوان بجانب ذلك أشار المشرع السوداني إلى إرهاب الدولة وذلك من خلال عدد من النصوص الجنائية في المادة (63) والمادة (51/ج) والمادة (53) كما أوصت الدراسة بعدد من التوصيات من أهمها أن تتبني الجمعية العامة للأمم المتحدة مبادرة يكون هدفها الأساسي وضع حداً فاصل بين إرهاب الدولة وجريمة العدوان كما توصي الدراسة بضرورة أدراج إرهاب الدولة ضمن الاختصاص الموضوعي للمحكمة الجنائية الدولية.
