Since the early days of the conference, the US-British views on many of the issues raised for discussion have been different. Although the relationship between Roosevelt and Churchill has not changed, subtle differences are emerging on a number of topics discussed at the conference, which affect the nature of the alliance between the two parties. Roosevelt stood behind his chiefs of staff in most decisions, namely the process of liberating France, to appease the Soviet Union and create a friendly relationship with them in the post-war world.
