The research problem consists in the fact that the problematic agricultural development is a series of obstacles interlocking and overlapping the destruction of infrastructure and problems of land and Altsahromeshakl water in terms of quality and quantity, environmental pollution, low investment and stop state support and low use of agricultural technology package versus the weakness of the financial, technical, technological and administrative capabilities of the agricultural sector and the private inability to address the problems of agricultural development alone
تحتل التنمية الزراعية في العراق مكانة مهمة ومتميزة لما لها من دورمهم في تنمية القطاع الزراعي. ففي البلدان المتقدمة كان هناك دعم كبير مالي وفني وعلمي وتكنولوجي من قبل الحكومات إلى القطاع الزراعي على الرغم من الإمكانيات المالية والفنية والإدارية والتكنولوجية التي يمتلكها القطاع الزراعي. لذا فمن الضروري قيام الحكومة بتقديم كل أشكال الدعم التنمية القطاع الزراعي وحل إشكالية التنمية وذلك لعظمة مشاكل التنمية الزراعية منجهة وضعف الإمكانيات المالية والفنية والإدارية والتكنولوجية والمعلوماتية للقطاع الزراعي الخاص. تتكون مشكلة البحث فيكون إشكالية التنمية الزراعية تتمثل بمجموعة من المعوقات المتشابكة والمتداخلة بتدمير البني التحتية ومشاكل الأرض والتصحر ومشاكل المياه من حيث النوع والكم والتلوث البيئي وانخفاض الاستثمارات وتوقف دعم الدولة وانخفاض استخدام الحزمة التكنولوجية الزراعية مقابل ذلك ضعف الإمكانيات المالية والفنية والتكنولوجية والإدارية للقطاع الزراعي الخاص وعدم قدرته على معالجة مشاكل التنمية الزراعية لوحده.
