|f The establishment of small and medium enterprises is considered to be one of the most important factors contributing to the elimination of unemployment and the creation of new jobs in all countries of the world. Recent International Labor Organization (ILO) statistics show that two thirds of the jobs created in the world are the result of the employment of labor in small and medium-sized enterprises. This is in addition to its fundamental role in respect to local development and wealth creation, and its complementary nature to large and strategic industries.\nAlgeria has attached great importance to this type of enterprise, considering it to be representative of a fundamental nucleus for employment. That is through the personal initiative of the owners to establish their own institutions and thereafter create other job positions for other people. Accompaniment/association (Al-Murafaqah) is regarded to be one of the most important means of assistance for the success of small and medium enterprise projects carried out by young people, if they are carried out in an effective manner and the necessary means are allocated to them.\nThis abstract translated by Dar AlMandumah Inc. 2018

|d La création des petites et moyennes entreprises contribue aux lutes contre le chômage, c’est aussi une source importante de création de nouveaux postes d’emploi dans le monde entier. Selon les dernières statistiques de l’organisation internationale du travail ; les deux tiers des postes d’emploi crée dans le monde proviens de l’embauche de la main d’oeuvre des petites et moyennes entreprises, en plus de son rôle essential dans le cadre du développement local et la création de richesse, ells constituent également un élément complémentaire de industrie des grandes entreprises stratégique.\nL’accompagnement est un moyen qui aider et encourage les porteurs de projet à réaliser leurs rêves de création d’entreprises, donc c’est pour cela qu’il faudra bien accompagner les nouvelles entreprise, surtout en phase de démarrage.

|a يعد إنشاء المؤسسات الصغيرة والمتوسطة من أهم العوامل التي تساهم في القضاء على البطالة وخلق مناصب عمل جديدة في كل دول العالم، حيث تشير الإحصائيات الأخيرة لمنظمة العمل الدولية إلى أن ثلثي مناصب العمل المستحدثة في العالم ناتجة عن تشغيل اليد العاملة في المؤسسات الصغيرة والمتوسطة، هذا بالإضافة إلى دورها الأساسي في التنمية المحلية وخلق الثروة، وطبيعتها المكملة للصناعات الكبيرة والاستراتيجية.\nوقد أولت الجزائر اهتماما بالغا بهذا النوع من المؤسسات، باعتبارها نواة أساسية للتشغيل من خلال قيام أصحابها بالمبادرة الشخصية لإنشاء مؤسساتهم، ومن ثمة خلق مناصب عمل أخرى لغيرهم. وتعتبر المرافقة من أهم الوسائل المساعدة على إنجاح مشاريع المؤسسات الصغيرة والمتوسطة التي يقوم بها الشباب، إذا ما تمت بطريقة فعالة وخصصت لها الوسائل الضرورية.
