المستخلص: After the fall of oil prices, Algeria is in front of a big turning point, where the state, institutions, citizens, local collectivity, private companies as well as all society are called to adopt collectively a new measure toward improving the public action. Local collectivities are confronted to increasing constraints that need a new approach for the management of collective services in order to respond to the new problematic which emphasizes local mobilization of resources and the integration of all casts, who must adopt their forms of governance according to management rules and the market economy, and local governance. The latter must be accompanied with a momentum and a true dynamic of economic development, and integration the world of the company with formulas of public-private partnership which are gathered under the acronym PPP.

Après la baisse du prix du Baril, l’Algérie est devant un grand virage, où l’état, les institutions, les citoyens, Les collectivités locales, les entreprises privées ainsi que toute la société sont appelés à adopter collectivement une nouvelle démarche visant à améliorer l’action publique. Les collectivités locales sont confrontées à de croissantes contraintes qui nécessitent une nouvelle approche pour la gestion des services collectifs, à fin de répondre à la nouvelle problématique qui met l’accent sur la mobilisation locale des ressources et l’intégration de tous les acteurs, qui doivent adapter leurs formes de gouvernances aux règles de gestion et de l’économie de marché et de la gouvernance locale. Et cette dernière doit être accompagnée par un élan et une véritable dynamique de développement économique, et en intégrant le monde de l’entreprise selon des formules de partenariat publique-privé que l’on regroupe sous l’acronyme PPP.
