المستخلص: يعد مناخ الاستثمار عنصرا مهما تسعى جميع دول العالم لتوفيره لما له من أهمية كبيرة في جذب رؤوس الأموال وتحقيق الاستثمار وبما يتميز به من إيجابيات في النظام الاقتصادي ولارتباطه بصورة مباشرة بمتغيرات الاقتصاد الأخرى، كما تعد رؤوس الأموال بانها من الوسائل الفعالة في تغير بنية الاقتصاد الوطني وتطويرها، كما يعد الاستثمار أحد دعائم التنمية المستدامة، الذي يؤدي إلى زيادة الطاقة الإنتاجية لعلاقته الإيجابية مع النمو الاقتصادي. ويعاني الاقتصاد العراقي من عدم توفر مناخ ملائم لجذب رؤوس الأموال ولأسباب كثيرة منها عدم الاستقرار الأمني والسياسي وتردي البنية التحتية الاقتصادية وتهالك ما متوفر منها، فضلا عن عدم توفر سياسات ملائمة للبيئة الاستثمارية وجاذبة للمستثمر، وكل ذلك انعكس سلبا على دخول الاستثمارات إلى العراق. لذا نرى انه لو تم استغلال الموارد الاقتصادية استغلال أمثل وبناء البنى التحتية وتوفير الاستقرار الأمني والسياسي وتشريع القوانين المشجعة لدخول الاستثمار ورأس المال، لكان العراق من الدول الرائدة في هذا المجال بل تزاحم رؤوس الأموال من اجل الاستثمار داخل البلد بما يمتلكه من موارد اقتصادية متنوعة وغير مستغلة.

The investment climate is an important element, all countries in the world seek to be provided because of its great importance in attracting capital and achieve the investment and since it is distinguished in its advantages in the economic system and its direct connection with other variables of economy, is also considered as one of the effective means to change the national structure of the economy and its development , and as one of the pillars of sustainable investment development, which leads to increase production capacity and the positive relationship with economic growth. Iraq's economy has suffered of the lack of a favorable climate to attract capital for many reasons, including the lack of security and political stability and the deterioration of the economic infrastructure and the deterioration of the available ones, as well as the lack of appropriate policies of the investment environment and attractive for the investor, all of which reflected negatively on the entry of investments into Iraq. Therefore, we believe that if the exploitation of economic resources exploited optimally and building of infrastructure and the provision of security and political stability and the enactment of favorable laws to enter the investment and capital, Iraq would have been a leader country in this area , but contention capital for investment in the country with its highly diverse and untapped economic resources.
