المستخلص: In an increasingly, interconnected, globalized and complex world, when each country recognizes in the current volatile international environment, governed by the logic of conflict, that the protection of its national borders and acquisitions as well as the achievement of its national interests depends on the possession of force and the constant quest to increase this force to the fullest extent possible, by adding new sources, methods or production units to it. The concept of force is inherently complex, and possessing these elements is not sufficient for the state to be effective, for this reason, effective policies must be adopted for the use of force, meanwhile, the development of this concept is related to the material and non-material elements that form it, such as military, economic and cultural power, the thing that led and resulting in, the emergence of several terms such as hard power, Soft Power, Intelligence Power and Virtual Power.

تدرك كل دولة في ظل البيئة الدولية الحالية المتقلبة، والتي يحكمها منطق الصراع أن حماية حدودها ومكتسباتها الوطنية فضلاً عن تحقيق مصالحها القومية مرهون بامتلاك القوة والسعي الدائم إلى زيادة هذه القوة إلى أبعد مدى ممكن وذلك بإضافة مصادر أو طرق أو وحدات إنتاج جديدة لها، حيث أن مفهوم القوة هو مفهوم مركب بطبيعته، وأن امتلاك هاته العناصر لا يكفي حتى تكون الدولة مؤثرة، فلابد من تبني سياسات فعالة لاستخدام القوة، حيث أن تطور هذا المفهوم يرتبط بالعناصر المادية وغير المادية التي تتشكل منها، مثل القوة العسكرية، و الاقتصادية و الثقافية، مما أدى إلى ظهور عدة مصطلحات كالقوة الصلبة Hard Power ، القوة الناعمة Soft Power، القوة الذكية Intelligence Power والقوة الافتراضية Virtual Power، القوة الناعمة؛ القوة الصلبة ؛ الخشنة أو العسكرية القوة الكيسة القوة الذكية القوة الافتراضية القوة المدنية.

Dans un monde de plus en plus interconnecté, mondialisé et complexe, chaque Etat reconnaît dans cet environnement international instable, régi par la logique du conflit, que la protection de ses frontières nationales et la réalisation de ses intérêts nationaux dépend de la possession de la force et de la quête constante d'accroître cette dernière, en y ajoutant de nouvelles sources, méthodes ou unités afin de la renforcé. Le concept de force est intrinsèquement complexe, et la possession de ces éléments ne suffit pas pour que l'État soit efficace, pour cette raison, des politiques efficaces doivent être adoptées pour l'usage de cette force, à cet regard, le développement de ce concept est lié aux éléments matériel et immatériels qui le compose, tels que ; la force militaire, économique et culturel, la chose qui a conduit à l'émergence de plusieurs termes et locutions à savoir ; Hard Power; Soft Power, la puissance intelligente, et la puissance virtuel.
