المستخلص: يتناول المقال موضوع البيئة والتي أصبحت مشكلة تعدت الحدود الوطنية وتجاوزتها لتصبح قضية عالمية تستدعي الاهتمام بها، أثارت الرأي العام العالمي وأثارت انتباهه، نتيجة للتحديات التي تواجهها والمخاطر التي تحدق بها، وكذا أهم الجهود المبذولة لحمايتها سواء كان ذلك على المستوى العالمي كمنظمة الأمم المتحدة ومختلف المؤتمرات والتقارير والإعلانات الصادرة من قبلها، ومختلف المنظمات التابعة لها والمتخصصة في الشأن، البيئي أو الطاقوي، أو على المستوى الإقليمي في إطار مختلف المنظمات والمؤتمرات الإقليمية مما يوحي مدى أهمية الحفاظ على البيئة وحمايتها من التدهور البيئي الذي آلت إليه.
في المحور الأول والذي تمت صياغة عنوانه بشكل تساؤل جوهري مفاده: هل الاهتمام بالقضايا البيئية موضة عالمية أم أنه يبقى ضرورة أقرها الواقع؟ فالمشاكل البيئية كانت نتيجة التطور الحضاري الإنساني، فالتلوث بأنواعه وظاهرة الاحتباس الحراري تشهدها معظم دول العالم منذ عقود طويلة، وانتقلت المشاكل البيئية من كونها ذات طابع محلي إلى كونها قضايا عالمية لفتت واستدعت الاهتمام من قبل المختصين والباحثين والأكاديميين ومختلف المنظمات الدولية غير الحكومية، أيضاً تم التطرق إلى أبرز التحديات تواجهها البيئة ولعل أهمها سوء استخدام الموارد المتاحة.
في المحور الثاني والذي يسلط الضوء على الجهود الدولية لحماية البيئة على الصعيد العالمي، وقد برز ذلك بجلاء في جهود منظمة الأمم المتحدة، والتي لعبت دوراً هاماً لترسيخ القواعد والمبادئ اللازمة نحو الاعتراف بحق الإنسان في العيش والتمتع ببيئة سليمة ونظيفة وخالية من التلوث.
في المحور الثالث تم التطرق إلى الجهود الدولية لحماية البيئة لكن على المستوى الإقليمي في إطار المؤتمرات والمنظمات الإقليمية.

L’article tente d’étudier le sujet de l’environnement qui est devenu un problème mondial, ce qui. nécessite l’avis et l’intérêt de l’opinion public, vu les défis qu’il affronte et des dangers qui le guettent. Aussi, les experts s’intéressent au sujet pour protéger l’environnement, que ça soit au niveau de l’ONU, ou les différentes organisations qui y sont rattachées, spécialisées dans le domaine environmental ou énergétique au niveau régional dans le cadre de différentes conférences et organisations.
La première partie, son titre est présenté sous -forme d'une problématique: est-ce que l'intérêt des questions environnementales est une monde ou une nécessité de la réalité ? Les problèmes environnementaux étaient le résultat du développement civilisationnel humain,les pays du monde souffrent de la pollution et du réchauffement climatique, il y avait bien longtemps. Le transfert de ces problèmes du local à l'international attire l'attention des spécialistes,des chercheurs, des acquadémiques et des déffirentes organisations internationales non- gouvernementales. Aussi, nous avons parlé d'autres sujets, tel que.le mauvais emploi des ressources valides.
La 2 ème partie, prend en considération les efforts internationaux pour la protection de l'environnement au niveau international et cela à partir des activités de l'organisation des nations unies qui joue un rôle très important dans la consolidation des règles et des principes nécessaires afin d'obtenir le droit de l'homme qui est le droit de vivre dans un environnement sain et propre.
La 3 ème partie traite l'idée des activités internationales pour la protection de l'environnement mais au niveau territorial dans le cadre des séminaires et des organisations territoriales.

The article deals with the topic of the environment, which has become a problem that transcends national borders and went beyond them to become a global issue that warrants attention. It has stirred world public opinion and drawn its attention, as a result of the challenges it faces and the risks it confronts. This can also be observed in the most important efforts which have been undertaken to protect it, whether at the global level, such as by the United Nations and the various conferences, reports and declarations issued by the United Nations and its various affiliated organizations specialized in relation to environmental or energy matters, or at the regional level within the framework of various organizations and conferences, all of which indicates to the extent of the importance of preserving the environment and protecting it from the environmental degradation which it is exposed to.
In respect to the first axis (of this paper), the title has been formulated in the form of an essential question: Is the concern for environmental issues a global fashion or does it remain a necessity affirmed by the reality? That is because environmental problems were the result of human civilization development. Pollution of all kinds and the phenomenon of global warming have been witnessed by most countries in the world for many decades. Environmental problems have moved from being local to being global issues that have attracted attention from specialists, researchers, academics and various International non-governmental organizations. The axis also explored the most prominent challenges faced by the environment, perhaps the most important of which was the misuse of available resources.
In respect to the second axis (of this paper), it highlights international efforts to protect the environment at the global level. That has been evident in the efforts of the United Nations, which has played an important role in respect to establishing the necessary rules and principles towards the recognition of the human right to live and enjoy a safe, clean and pollution-free environment.
In the third axis, international efforts to protect the environment were explored, albeit at the regional level, within the framework of regional conferences and organizations.
