المستخلص: تعتبر التنمية المحلية من بين أهم الأهداف التي تسعى الدولة إلى تحقيقها، وبذلك فإنها قد سطرت العديد من البرامج والمشاريع لإنعاشها، والتي من بينها إشراك البلديات في خلق الثروة واستحداث نصوص قانونية جديدة لإشراك المواطنين في البرامج الاقتصادية والاجتماعية، وذلك في محاولات لإيجاد موارد جديدة للتمويل، وبالتالي تحقيق مصالح المجتمع المحلي، غير أن هذا المسعى قد يصطدم بواقع ظاهرة متفشية ومتجذرة عبر أنحاء الوطن ألا وهي ظاهرة الانسداد السياسي الذي تعرفه معظم المجالس الشعبية المحلية، والذي أثر تأثيراً كبيراً عليها وعلى خدمة مصالح المواطنين.

Le développement local est l'un des objectifs les plus importants que l'État cherche à atteindre: dans ce but, l’Etat a lancé de nombreux programmes et projets pour le relancer, notamment en impliquant les municipalités dans la création des richesses en créant de nouvelles dispositions juridiques pour impliquer les citoyens dans les programmes économiques et sociaux. Cependant, cette entreprise peut se heurter à un phénomène répandu et enraciné dans tout le pays, à savoir le phénomène d'obstruction politique que connait de la plupart des conseils locaux, et qui a un grand impact sur les collectivités locales ainsi que sur les intérêts des citoyens.

Local development is one of the most important objectives that the state seeks to achieve. As such, it has outlined many programs and projects to revive it, including the involvement of municipalities in wealth creation and the introduction of new legal texts to involve citizens in economic and social programs. That is in attempts to find new sources of funding, through which the interests of the local community are realized. However, this effort may be hampered by a widespread and deep-rooted phenomenon throughout the country and that is none other than the political obstruction which known by most local people's councils, and which has had a significant impact upon them and serving the interests of citizens.
