المستخلص: Parmi les différentes activités du président de l’APC figure la fonction relative à l’environnement et à la santé publique, il doit veiller à l’application des textes législatifs et exercer un contrôle administratif consacrés à cet effet, ses attributions sont nombreuses et variées, il peut éventuellement intervenir en sa qualité d’officier de la police judiciaire après épuisement des moyens administratifs en cas par exemple de constat d’activités polluantes. Par contre concernant la protection de la flore et faune le cadre législatif réduit assez considérablement les prérogatives du maire, la fonction du maire liée a la protection de l’environnement marin sont presque nulles, le législateur ne lui accorde d’exercer un pouvoir comparablement aux autres éléments de l’environnement ainsi ses prérogatives sont extrêmement limitées dans ce domaine précis.

The heads of municipal people's councils exercise in the field of environmental protection a number of tasks enshrined in the new municipal and state laws as well as laws on environmental protection to achieve sustainable development, based on two basic functions: administrative and judicial control. The functions of the heads of boards in the field of environmental protection vary from law to law. The general laws conferred many powers, compared to special laws relating to the protection of the terrestrial and atmosphere environment. The legislative texts containing the protection of the marine environment narrowed down duties and did not give many powers compared to other elements of the environment.

يمارس رؤساء اﻟﻤﺠالس الشعبية البلدية في مجال حماية البيئة لتحقيق التنمية المستدامة عدة مهام كرستها القوانين الجديدة لقانوني البلدية والولاية وكذا القوانين المتعلقة بحماية البيئة، وذلك ﺑﺎلاستناد على وظيفيتين أساسيتين وهما الضبط الإداري والقضائي، وفيما يخص المهام المخلولة لرؤساء اﻟﻤﺠالس في مجال حماية البيئة فهي تختلف من قانون لآخر، فالقوانين العامة خولت له صلاحيات عديدة، مقارنة ﺑﺎلقوانين الخاصة المتعلقة بحماية البيئة البرية والجوية، أما النصوص التشريعية المتضمنة لحماية البيئة البحرية فقد ضيقت من مهامه ولم تعط له صلاحيات كثيرة مقارنة بعناصر البيئة الأخرى.
