المستخلص: تستهدف هذه المداخلة توضيح العلاقة بين الأطروحات النظرية والتجارب العالمية للتنمية الفلاحية باعتبار أن التنمية بصفة عامة مطلب أساسي والتنمية الفلاحية خاصة في إطار الاقتصاد الزراعي العالمي ضمن بيئة مفتوحة، هذا الاقتصاد الذي فرض نفسه على الساحة العالمية، إذ التركيز يكون على المؤشرات التي من خلالها يمكن إسقاطها على أي قطاع فلاحي والتنبؤ بمدى قدرته على تحقيق الأمن الغذائي كمطلب رئيس وأساسي والمنافسة الخارجية في ظل الاقتصاد المعولم، ومن خلال عرض تجارب بعض الدول التي قطعت أشواط كبيرة في التنمية الفلاحية وأصبحت نماذج رائدة،
وفي السياق نفسه اعتمدت تجارب التنمية في دول العالم الثالث على الإطار النظري الذي صاغه اقتصاديو الغرب وبالنظر لم تعانيه هذه الدول من التبعية الفكرية اتخذت هذه الدول ما قدم إليها من نظريات وأطروحات باعتبارها وصفة جاهزة وملائمة للتنمية مما انعكس بالسلب على التنمية الفلاحية خاصة في هذه الدول مما يتطلب عليها توطين هذه النظريات وفق خصوصياتها إن لم نقل عليها التفكير بجدية في بلورة أطروحات ونظريات من واقعها.


Le but de cette intervention est de clarifier la relation entre les thèses théoriques et les expériences mondiales de développement agricole, considérant que le développement en général est une exigence fondamentale ansi que le développement agricole, notamment dans le cadre de l'économie agricole mondiale dans un environnement ouvert, C'est l'économie qui s'est imposée sur la scène mondiale, en mettant l'accent sur les indicateurs à travers lesquels en peut evaluer n'importe quel secteur agricole et prédire sa capacité à réaliser la sécurité alimentaire comme une exigence de base et la concurrence externe dans l'économie mondialisée, Et en présentant les expériences de certains pays qui ont fait de grands progrès dans le développement agricole et qui sont devenus des modèles dans le secteur agricole, Dans le même contexte, les expériences de développement dans les pays du tiers monde s'appuient sur le cadre théorique formulé par les économistes occidentaux En raison de leur subordination intellectuelle.

This intervention aims to clarify the relationship between theoretical theses and global experiences of agricultural development, considering that development in general is a basic requirement and agricultural development in particular in the context of the global agricultural economy within an open environment, This economy that has imposed itself on the global scene, The focus is on the indicators through which it can be dropped on any agricultural sector, predicting its ability to achieve food security as a key and fundamental requirement and external competition in a globalized economy By presenting the experiences of some countries that have made great strides in agricultural development and have become pioneering models,
In the same context, the experiences of development in third world countries relied on the theoretical framework formulated by Western economists. Given that these countries did not suffer from intellectual dependence, these countries took the theories and proposals presented to them as a ready and appropriate recipe for development, which reflected negatively on agricultural development Especially in these countries, which requires them to localize these theories according to their specificities, if not say that they have to seriously consider crystallizing the proposals and theories from their reality.
