|a تستهدف هذه المداخلة توضيح العلاقة بين الأطروحات النظرية والتجارب العالمية للتنمية الفلاحية باعتبار أن التنمية بصفة عامة مطلب أساسي والتنمية الفلاحية خاصة في إطار الاقتصاد الزراعي العالمي ضمن بيئة مفتوحة، هذا الاقتصاد الذي فرض نفسه على الساحة العالمية، إذ التركيز يكون على المؤشرات التي من خلالها يمكن إسقاطها على أي قطاع فلاحي والتنبؤ بمدى قدرته على تحقيق الأمن الغذائي كمطلب رئيس وأساسي والمنافسة الخارجية في ظل الاقتصاد المعولم، ومن خلال عرض تجارب بعض الدول التي قطعت أشواط كبيرة في التنمية الفلاحية وأصبحت نماذج رائدة، \nوفي السياق نفسه اعتمدت تجارب التنمية في دول العالم الثالث على الإطار النظري الذي صاغه اقتصاديو الغرب وبالنظر لم تعانيه هذه الدول من التبعية الفكرية اتخذت هذه الدول ما قدم إليها من نظريات وأطروحات باعتبارها وصفة جاهزة وملائمة للتنمية مما انعكس بالسلب على التنمية الفلاحية خاصة في هذه الدول مما يتطلب عليها توطين هذه النظريات وفق خصوصياتها إن لم نقل عليها التفكير بجدية في بلورة أطروحات ونظريات من واقعها.\n

|d Le but de cette intervention est de clarifier la relation entre les thèses théoriques et les expériences mondiales de développement agricole, considérant que le développement en général est une exigence fondamentale ansi que le développement agricole, notamment dans le cadre de l'économie agricole mondiale dans un environnement ouvert, C'est l'économie qui s'est imposée sur la scène mondiale, en mettant l'accent sur les indicateurs à travers lesquels en peut evaluer n'importe quel secteur agricole et prédire sa capacité à réaliser la sécurité alimentaire comme une exigence de base et la concurrence externe dans l'économie mondialisée, Et en présentant les expériences de certains pays qui ont fait de grands progrès dans le développement agricole et qui sont devenus des modèles dans le secteur agricole, Dans le même contexte, les expériences de développement dans les pays du tiers monde s'appuient sur le cadre théorique formulé par les économistes occidentaux En raison de leur subordination intellectuelle.
