يعتبر التخطيط عنصر أساسي من عناصر الإدارة وله الأولوية على جميع عناصر الإدارة الأخرى لا يمكن تنفيذ إي مشروع أو أعمال بدون التخطيط المسبق لها، وإن التخطيط يحدد الأهداف المطلوب الوصول إليها بالجهد الجماعي. "أن الإدارة الرياضية من أهم وأصعب الوظائف الإدارية في أي مجتمع يسعى لرعاية شبابه، وبذلك فهي تعتمد في الدرجة الأولى على القادة والإداريين والمشرفين والموظفين وجميع العاملين في مجالاتها وميادينها الواسعة، وكما تعتمد على المؤسسة بالدرجة الثانية وعلى انشآت والمرافق والمعدات والأدوات بالدرجة الثالث وهدف البحث إلى: 1- التعرف إلى معوقات التخطيط في الاتحادات الرياضية في السليمانية وكركوك. 2- مقارنة في معوقات التخطيط في الاتحادات الرياضية بين السليمانية وكركوك. أما المنهج استخدام المنهج الوصفي، بطريقة المسح لملامته وطبيعة البحث وتم اختيار عينة بالطريقة العملية وبلغ عددها (50) فردا يمثلون رؤساء وأعضاء الاتحادات في كركوك و(25) فردا يمثلون رؤساء وأعضاء الاتحادات في السليمانية، وتم اختيار هذه العينة من الاتحادات الرياضية للألعاب الجماعية (كرة القدم، كرة السلة، كرة الطاولة، فنون القتالية). تم عرض وتحليل النتائج ومناقشتها لمعوقات التخطيط في الاتحادات الرياضية بين السليمانية وكركوك. وبعد تحليل ومناقشتها توصل الباحث إلى الاستنتاجات التالية: 1- تواجه الاتحادات الرياضية في السليمانية العديد من معوقات في التخطيط ومنها نقص الموارد المالية اللازمة للاتحاد والاعتماد على نظام العمل التطوعي في الاتحادات الرياضية ومعارضة الإداريين للتغير (مقاومة التغير). 2- تواجه الاتحادات الرياضية في كركوك العديد من معوقات في التخطيط ومنها الاعتماد على نظام العمل التطوعي في الاتحادات الرياضية ونقص الموارد المالية اللازمة للاتحاد وعدم وجود أسس ومعايير لاختيار أعضاء الاتحاد العاملين تتناسب مع طبيعة العمل المطلوب إنجازه. ويوصي الباحث بما يأتي: 1- تخصيص منح المالية اللازمة للتخطيط، وتأمين كافة الوسائل اللازمة للتخطيط، وتأمين كافة الوسائل اللازمة لإنجاح عملية التخطيط في الاتحادات الرياضية في السليمانية وكركوك. 2- حث الاتحادات الرياضية في السليمانية وكركوك للاستفادة من تجربة الاتحادات المتقدمة في محافظات العراق أو خارج العراق.

The presentation and analysis of results and discussion of obstacles in planning sports federations between Sulaymaniyah and Kirkuk. After analysis and discussion of the researcher to the following conclusions: 1. And researcher recommends the following: 1.
