|f Umar ibn al-Khattab was a practical example of the concepts and values of Islamic civilization, which is an essential link in the chain of human values and civilizations, and it came to confirm the values and ideals of the civilizations that preceded it, not to cancel or erase them. Amir al-muminin Umar ibn al-Khattab applied these values in the Umaria- covenant that he gave to the people of Jerusalem (Elijah).\nHe said that the covenant of the people of Elijah is an honor for the city that has a great religious status in Islam; the covenant included four kinds of Securities, life, property, the places of worship (churches) and rituals of worship (crucifixes), and even stressed on the inviolability of churches, and not to demolish or reduce any part of the place of its "space" and pact emphasized on the freedom of belief that Islam has guaranteed to the people of the Book and other religions…He said (They will not be coerced to abandon their religion and none of them will be harmed).\nUmar ibn al-Khattab in writing the covenant asked the people of the city to take out the Romans and those who followed them from other races, and they were the occupying power, except those who wanted to stay in Elijah, would not be forced to leave it while adhering to the obligations of what the people of Elijah follow. At the same time he opened the door to the people of Elijah to those who wanted them to leave with the Romans, and that they would have safety until they reach the land of Rome.\nHere we note the existence of a difference between the people of the city and the Romans, and there was no integration and marriage, although they were on one religion, but they differed with regards to the sects they followed, in addition to the policy of the Roman hardliners, and their persecution of the people of the city more often.\nThe book contains an important point to indicate the tolerance of Muslims, which is that nothing will be collected from them until they harvest their crops, so there is no hardship on them, but those who wanted to get out of the city, and leave it, he could remain until he harvested his crops, does not waste his effort and struggle, and then leave after that.\nThis document demonstrates the authenticity of Islamic tolerance on one hand and the status of the Jerusalem on the other, perhaps history does not mention alongside the page of this document another page of the tolerance of the powerful conqueror with the surrendered people through the terms of this document, which is unparalleled in the history of civilizations.\nThis abstract translated by Dar AlMandumah Inc 2018.

|a كان عمر بن الخطاب نموذجا عمليا لمفاهيم وقيم الحضارة الإسلامية، التي هي عبارة عن حلقة أساسية في سلسلة القيم والحضارات الإنسانية، بل جاءت لتثبيت القيم والمثل العليا للحضارات التي سبقتها، لا لتلغيها أو تمحوها.\nوطبق أمير المؤمنين عمر هذه القيم في العهدة العمرية التي أعطاها لأهل بيت المقدس (إيليا).\nفذكر أن العهد لأهل إيليا تعظيما لشأن مدينتهم التي لها في الإسلام مكانة دينية عظيمة، وشمل الأمان أربعة أشياء هامة النفس والمال ودور العبادة (الكنائس) وشعائر العبادة (الصلبان)، بل وأكد على حرمة الكنائس، وعدم هدمها أو انتقاص جزء من المكان التباع لها "حيزها"، وأكد الأمان على حرية العقيدة التي كفلها الإسلام لأهل الكتاب والديانات الأخرى فقال... (ولا يكرهون على دينهم، ولا يضار أحد منهم).\nوطلب عمر في كتاب الأمان من أهل المدينة إخراج الروم ومن يتبعهم من الأجناس الأخرى، وهم كانوا سلطة احتلال إلا من أراد البقاء منهم في إيليا، فلا يجبر على تركها مع الالتزام بما يلتزم به أهل إيليا، وفي الوقت نفسه فتح الباب أمام أهل إيليا لمن يريد منهم الرحيل مع الروم، ولهم الأمان حتى يصلوا إلى بلاد الروم.\nوهنا نلاحظ وجود فرق بين أهل المدينة وبين الروم، ولم يحدث اندماج وتزاوج رغم أنهم على ديانة واحدة، ولكن اختلاف المذهب فرق بينهم، بالإضافة إلى سياسة الروم المتشددة لهم، واضطهادهم لأهل المدينة في كثير من الأحيان.\nويتضمن الكتاب نقطة هامة تدل على تسامح المسلمين، وهي أنه لن يجبي منهم شيء حتى يحصدوا حصادهم، فلا يكون فيه مشقة عليهم، بل أن من أراد الخروج من المدينة، والرحيل عنها، له أن يبقي حتى يحصد حصاره، فلا يضيع جهده وتعبه، ثم يرحل بعد ذلك.\nوقد دلت هذه الوثيقة على أصالة التسامح الإسلامي من جانب، وعلى المكانة التي لبيت المقدس من جانب آخر، ولعل التاريخ لا يذكر إلى جانب صفحة هذه الوثيقة صفحة أخرى من تسامح الأقوياء المنتصرين مع المحاصرين المستسلمين على النحو الذي ترد عليه بنود هذه الوثيقة، والذي يا نظير له في تاريخ الحضارات.
