يتناول بحثنا موضوع الهوية الوطنية في الدولة العراقية الموحدة التي امتدت من عام 1925 لغاية عام 2003؛ إذ يهدف البحث الاستفادة من الدروس الماضية لخلق هوية وطنية تحوي العراقيين جميعا. إن الهوية الوطنية تشكل أبرز واهم القضايا في الوقت المعاصر بالنسبة للمواطن والوطن في آن واحد لكل البلدان ولا سيما في العراق؛ لأنها تتعلق بالاستقرار السياسي والاقتصادي والاجتماعي والقانوني. مفهوم الهوية الوطنية قد يختلف من شخص إلى أخر تطبيقا ومعننا كل حسب نظرته وتطلعه وثقافته؛ لذا فالهوية الوطنية ليست أوراقا نحملها أو نتباهى بها كما يلوح بها البعض؛ وإنما هي حقوق وواجبات متبادلة بين المواطن والوطن تمارس وفقا لدستور الدولة. إن التكوين المتعدد لطبيعة الشعب العراقي وعدم تكيف السلطات الحاكمة معها بشكل يضمن الأمن والاستقرار للبلد ولاتصافها بالشمولية والمركزية المفرطة في الإدارة وأسباب أخرى أدت بالنتيجة إلى عدم تكوين هوية وطنية موحدة تجمع العراقيين عليها في تلك الفترة. استرشد البحث بتحليل مواد الدساتير العراقية من القانون الأساسي لسنة 1925 والدساتير المؤقتة للأعوام (1958, 1964, 1968, 1970)؛ وتوصلنا إلى نتيجة مفادها عدم تمتع العراق في ظل الدولة الموحدة بالاستقرار السياسي والاجتماعي؛ لأن تلك الفترة اتسمت بمخالفات فاضحة في انتهاك حقوق الإنسان من قبل الحكومات المتعاقبة على العراق وفي بعض الأحيان حتى من قبل الأفراد؛ مما أضر بروح المواطنة والهوية الوطنية الحقيقية للعراقيين. قسمت البحث إلى مبحثين؛ تناولنا في المبحث الأول مفهوم الهوية الوطنية وأبعادها ومقوماتها؛ أما المبحث الثاني فقد درس مفهوم الهوية الوطنية في القانون الأساسي والدساتير المؤقتة.
Our research addresses the topic of national identity in a united Iraqi state which stretched from 1925 through 2003; The research aims to take advantage of lessons from the past to create a national identity contain all Iraqis. The national identity constitute the most prominent and the most important issues in contemporary time for the citizens and the nation in the same time, for all countries, particularly in Iraq; as it relates to political stability and economic, social and legal. The concept of national identity may vary from one person to another application and meaning, each according to his vision and aspiration and culture; therefore national identity is not cards that we carry or boast them as mooted by the other;, but are the rights correlation and duties of between the citizen and the nation exercised in accordance with the state constitution . The multi- configuration of the nature of the Iraqi people and the governing authorities do not adjust them so as to ensure the security and stability of the country and completeness comprehensive and excessive centralization in the administration and other reasons have led to the result of lack of formation of a unified national identity of Iraqis gathered in that period the research. Guided by analyzed the materials Iraqi constitutions of the Basic Law for the year 1925 and interim constitutions interim years (1958.1964 1968 1970); and we came to the conclusion that lack of enjoyment of Iraq under unified state with political and social stability;, because that period was characterized by irregularities egregious human rights violations by successive governments in Iraq and in some cases even by individuals; hurting the ture spirit of citizenship and national identity for Iraqis. This research divided into two sections; dealt in the first section the concept of national identity and its dimensions and its components; The second section has studied the concept of national identity in the Basic Law and the interim constitutions
