يهدف البحث الحالي إلى عرض وتحليل ما تقوم به المنظمات الدولية والنخبة المحلية في مجال إعادة هيكلة قطاع التعليم المصري على ضوء توجهات العولمة المقترنة بالفكر الليبرالي الجديد. ولتحقيق هذا الهدف سيتم رصد واقع الممارسات التطبيقية للسياسات الليبرالية الجديدة في مؤسسات التعليم، والممثلة في الخصخصة وتحول مفهوم التعليم إلى سلعة مدفوعة الأجر، هذا بالإضافة إلى محاولة الوقوف على انعكاسات هذه السياسات على قطاع التعليم نتيجة عملية التحول الرأسمالي نحو السوق وتبعاتها على دور الدولة وما يرتبط به من قضايا أساسية ومبادئ عامة مثل مجانية التعليم، وتكافؤ الفرص التعليمية، والمساواة، وقيم الطلاب، وتقديم صورة شاملة لها من خلال الإحصائيات والبيانات والوثائق والأدبيات والمراجعات للتقارير والمؤتمرات الدولية والمقالات. وللوقوف على رأي الخبراء التربويين بالجامعات المصرية والمراكز البحثية في الواقع الحالي لمظاهر هذه السياسات في قطاع التعليم المصري، والنتائج الحالية على القطاع التعليمي، وطرح خيارات حول إمكانات المواجهة لنتائج السياسات الراهنة، قامت الباحثة بدراسة ميدانية استخدمت فيها استبانة مكونة من (62) فقرة وزعت على عينة عشوائية من التربويين بكليات التربية في الجامعات المصرية، وقد توصلت الدراسة الميدانية إلى نتائج منها: ترسخ وهيمنة المنطلقات التي تقوم عليها السياسات الليبرالية الجديدة في الواقع الحالي لقطاع التعليم المصري والممثلة في اتساع مجال خصخصة التعليم وتحويلة إلى سلعة مدفوعة الأجر، مما ترتب عليه العديد من السلبيات على العملية الاجتماعية برمتها مما يستلزم طرح خيارات حول إمكانات المواجهة والمقاومة لنتائج السياسات الليبرالية الجديدة.
The current research aims to present and analyze the activities of international organizations and local elites in the field of restructuring the Egyptian education sector in the light of globalization trends associated with neo-liberal thinking. In order to achieve this objective, the reality of the applied practices of the neo-liberal policies in educational institutions, represented in privatization and the transformation of the concept or education into a paid commodity, will be examined, in addition to trying to determine the implications of these policies on the education sector as a result of the shift towards neo-liberalism polices and the connection to basic issues and general principles such as free education, equality of educational opportunities, equality and student values, and provide a comprehensive picture through statistics, data, documents, literature and reviews of reports, international conferences and articles. To present the opinion of the educational experts in the Egyptian universities and research centers in the current reality of the manifestations of these policies in the Egyptian education sector, the current results on the educational sector, and put options on the possibilities of facing the results of the current policies, the researcher conducted a field study used a questionnaire consisting of (62) sentence, whish adapted on a random sample of educationalist in faculties of education of Egyptian universities. The field study reached the following conclusions: The consolidation and dominance of the foundations of the neo-liberal policies in the current situation of the Egyptian education sector represented in the broadening of the privatization of education Which leads to many negatives on the whole social process, which necessitates the presentation of options on the possibilities of confrontation and resistance to the results of neo-liberal policies.
