المستخلص: ما من شك في أن الحديث عن الجامعة هو الحديث عن أهم رافد نهضوي في منظومة الدولة الحديثة، هذه المؤسسة التعليمية التي ترتبط وثيق الارتباط بجوانب الحياة الاقتصادية والاجتماعية للدولة والمجتمع على حد سواء، خاصة في ظل البحث عن البدائل الاقتصادية خارج قطاع النفط، ودخول المستثمرين على قطاع التعليم العالي وذلك عن طريق الجامعات الخاصة والتي تؤسس على شكل شركات تهدف الى الربح، ودخلت على خط المنافسة مع الجامعات الحكومية، والتي لا بد لها من تمويل ذاتها، وبالنتيجة لا بد من إسهامهما معاً في تحقيق الرؤى الاستشرافية المستقبلية باعتبارهما تضمان خبراء ومختصين أكاديميين شغلهم الشاغل البحث عن حلول للمشكلات بمختلف أشكالها وأنواعها، فإذا ما اعتبرت الجامعات الخاصة والجامعات الحكومية شريكاً استراتيجياً في مناحي الحياة المختلفة كان ذلك مؤشرًا على إيجابية دورها من جهة وإيجابية الفاعلين الآخرين في المجالات الاقتصادية والاجتماعية والأخرى، ولا ينفك هذا الأمر عن ضرورة تحقيق نظرية التكامل المجتمعي في كل مناحيه لأجل الخروج بالجامعات الحكومية من دائرة العبء الاقتصادي إلى المورد الاستثماري الحقيقي، والخروج بالجامعات الخاصة من الرغبة بالربح إلى تطوير الأداء الاستثماري لها عن طريق تغيير الشكل القانوني لها من شركات ربحية إلى شركات غير ربحية لرفع كفاءة التعليم فيها.

There is no doubt that discussing the role of the“ university ”means talking about the most important developmental tributary in the modern state system .The university ,as an educational institution is strongly associated with all social and economic aspects of the society ,especially in the search for economic alternatives outside the oil sector ,and the entrance of investors into the higher education sector through private universities .Although the private universities are established in the form of profit-oriented companies that must finance themselves, and since they have entered in competition with the public universities ,they both must join in contributing to the achievement of the future vision as they include experts and academic specialists who are concerned with the search for solutions to problems of various forms and types. The private and public universities are considered strategic partners in different aspects of life ,which indicates the positive role they play along with other factors in the economic ,social and other fields. The need to achieve the theory of social integration in all its aspects to get the public universities out of the economic burden to the real investment resource and the exit of private universities from the desire to make profit to the development of investment performance by changing the legal form from profitable companies to non-profit companies to raise the efficiency of education in them.
