|a ارتكز هذا البحث على دراسة مدى الإدراك لأهمية الربط بين الحوكمة والتخطيط الاستراتيجي في الجامعات في لبنان ومدى الالتزام في هذه الجامعات بالأسس التي توضح هذه العلاقة للتوصل إلى نتائج يؤمل منها أن تساهم في بلورة مفهوم الحوكمة والتخطيط الاستراتيجي في الجامعات في لبنان. وتنبع إشكالية البحث من التحديات التي كانت وما زالت تواجه الجامعات، حيث يتعذر مواجهة هذه التحديات وإيجاد الحلول لها بالطرق التقليدية السابقة، ما جعل التخطيط الاستراتيجي على مستوى الحوكمة الجامعية الهدف المنشود لمواجهة هذه التحديات والتخفيف من آثارها. ولتحقيق هذه الاهداف تم القيام بدراسة مكتبية في مرحلة اولية وتبعها من ثم دراسة ميدانية، عبر استبيان يعكس أهداف البحث، احتوى على خمسة محاور شملت ستة وعشرين سؤالاً، وقد تم اختيار عينة نوعية من الهيئة الإدارية والأكاديمية العليا في الجامعات في لبنان. ولقد برز في التوصيات أهمية وضع الخطط على صعيد استراتيجي بما يتلاءم مع بث روح النزاهة والأخلاق والانتماء والمشاركة والشفافية وإنشاء داخل الجامعات وحدة للحوكمة الاستراتيجية تتبع إداريا لمجلس الجامعة يقع في صلب مهامها رسم إطار العلاقة بين الحوكمة والتخطيط الاستراتيجي لضمان الأداء الرشيد في الجامعات.

|b The main objective of the research is to identify the level of relationship which is given at universities in Lebanon to link governance with strategic planning and to determine the degree of commitment at these universities and to demonstrate the importance of implementing governance and strategic planning in universities. The problematic exposed consist on focusing on challenges that were and are still facing universities. Thus it became difficult to face challenges and find solutions through traditional methods, making strategic planning at the level of university governance the major objective to meet these challenges and mitigation. Our methodology consisted on reviewing written literature on the topic. Followed by an empirical study done by collection of data by means of a questionnaire. The questionnaire was divided in five sections containing 26 questions, distributed to higher tier academic and administrative bodies in universities in Lebanon. It has been featured in the recommendations the importance of strategic level plans to spread the spirit of integrity, ethics and sense of belonging, participation, transparency and the establishment within universities of an administrative unit responsible for formulating the framework of the relationship between governance and strategic planning to ensure accountable performance in universities.
