|a تعتبر المشكلة الغذائية في العالم واحدة من المشكلات الكونية التي تواجهها البشرية جمعاء، لا بل ربما أكثرها حدة في عصرنا الحالي، كونها تمس مباشرة حياة وبقاء مئات الملايين من الناس، كما استقطبت مسألة التنمية الزراعية والغذاء اهتماماً كبيراً على مستوى الوطن العربي في الآونة الأخيرة، شمل الجانب النظري والانشغالات الأكاديمية، كما شمل الجانب التطبيقي والإجراءات العملية ، وليس منبع هذا الاهتمام أن الغذاء يشكل جوهر صراع الأنسان من اجل البقاء، بل لعل فشل هذه الجهود في تجاوز المشكلة الغذائية التي يعاني منها الوطن العربي زاد من ضرورة تقييم ومراجعة هذه الجهود، فقد دخلت أوضاع الزراعة والغذاء في الوطن العربي مرحلة حرجة، تمثلت في تنامي الطلب على المنتجات الزراعية عموماً والغذائية على وجه الخصوص، نتيجة ارتفاع معدلات النمو الديمغرافي والقفزة النوعية في الدخول الفردية في بعض الدول العربية (النفطية منها)، بالإضافة إلى ارتفاع أسعار المواد الغذائية في الأسواق العالمية وتقلص الأهمية النسبية للقطاع الزراعي في الهياكل الاقتصادية العربية، وقد نجم عن هذا الوضع تفاقم العجز الغذائي وبالتالي اللجوء إلى المصادر الأجنبية لسد هذا العجز.
