يهدف البحث للتعرف على العلاقة بين التخطيط الاستراتيجي التشاركي وجودة خدمات البلديات الفلسطينية، وقد استخدم الباحث المنهج الوصفي التحليلي لهذا الغرض، واستخدام قائمة الاستقصاء كأداة رئيسية لجمع البيانات، وتكون مجتمع البحث من (أعضاء المجلس البلدي، وموظفي البلدية، والعملاء) المشاركين في عملية التخطيط الاستراتيجي التشاركي في البلديات الفلسطينية محل الدراسة (بلدية غزة، بلدية دير البلح، بلدية المغازي، بلدية البريج)، والبالغ عددهم (347) مفردة، حيث استخدم الباحث أسلوب الحصر الشامل، كما استخدام برنامج التحليل الإحصائي (SPSS) لمعالجة البيانات واختبار الفرضيات. وتوصلت النتائج لوجود علاقة إيجابية معنوية بين التخطيط الاستراتيجي التشاركي وجودة الخدمات البلدية من وجهة نظر المشاركين في عملية التخطيط الاستراتيجي التشاركي (أعضاء المجلس البلدي، وموظفي البلدية، والعملاء). ومن ناحية أخرى، توصل البحث للعديد من التوصيات، أهمها: ضرورة ترسيخ ثقافة التخطيط الاستراتيجي التشاركي في البلديات الفلسطينية، وكذلك العمل على بناء البلدية الإلكترونية بما يضمن الدقة وسرعة الاستجابة في إنجاز معاملات العملاء.
The research aims to determine the role of Participatory Strategic Planning (PSP) in improving the services quality of the Palestinian Municipalities. The researcher used descriptive analytical approach to achieve the aim of the research. The population consists of the participants in the process of (PSP) “municipal council members, municipality employees and customers” at the municipalities’ object of study (Gaza, Dir El Balah, El Maghazi and El Bureij), the population of the research was consisted of (347) elements. The researcher adopted census method and used combination of statistical methods for the analysis of the study data using the Statistical Package for Social Sciences "SPSS". The research found a significant positive correlation between (PSP) and services quality of the Palestinian Municipalities from the viewpoint of the participants in the process of (PSP) “municipal council members, municipality employees and Customers”. In the light of these results the researcher recommended to enhance the conception of (PSP) at the Palestinian municipalities therefore, as an integral part of the general culture of the municipality. In addition, establishing electronic municipality, this will ensure the accuracy and responsiveness to achieve the transactions of customers
