المستخلص: The aim of the research is to identify the quantitative and qualitative obstacles to the implementation of the school performance leadership system from the point of view of the leaders of the schools in AL- Qunfudah governorate and to identify the proposed mechanisms to overcome obstacles to the implementation of the school performance leadership system. The research used the descriptive approach (survey research). The questionnaire was used as a tool to collect the necessary data and information from the research sample of (187) school leaders in the Department of Education of AL Qunfudah Governorate in Makkah Region. The results of the research are: The members of the research community from the leaders of the schools agree to a large extent on the quantitative obstacles to the implementation of the school performance leadership system at an average of 3.92 from 5.00. They also agree to a large extent (4.19 of 5.00) (4.50 of 5.00) on the proposed measures to overcome obstacles to the implementation of the school performance leadership system. The most important of the quantitative obstacles are the large number of school programs that do not serve school performance, the shortage of school facilities, and the increase in student density in one grade. While the most important constraints are the lack of qualitative classification of the leader of the school according to the leadership courses in the salary scale, and the application of the system without testing and without training. One of the most important mechanisms proposed to overcome these constraints is the existence of incentives in the salary ladder for outstanding leaders, the provision of school facilities with diverse facilities that attract students, and the provision of an up- to- date information database. The research recommends that school programs be carefully identified, students’ density reduced per grade, and the material resources necessary for the expansion of school facilities be increased.

هدف البحث إلى: معرفة المعوقات الكمية والنوعية لتطبيق منظومة قيادة الأداء المدرسي من وجهة نظر قادة المدارس بمحافظة القنفذة بمنطقة مكة المكرمة، ومعرفة الآليات المقترحة للتغلب على معوقات تطبيق منظومة قيادة الأداء المدرسي. واستخدم البحث المنهج الوصفي (بحث مسحي). واعتمد على الاستبانة أداة لجمع البيانات والمعلومات اللازمة من عينة البحث البالغ عددها ((187 قائد مدرسة بإدارة تعليم محافظة القنفذة بمنطقة مكة المكرمة. وأسفر البحث عن مجموعة من النتائج من أهمها: أن أفراد مجتمع البحث من قادة المدارس موافقين بدرجة كبيرة على المعوقات الكمية لتطبيق منظومة قيادة الأداء المدرسي بمتوسط (3.92 من 5.00)، كما أنهم موافقون بدرجة كبيرة بمتوسط (4.19 من (5.00 على المعوقات النوعية، وبدرجة كبيرة جدا بمتوسط (4.50 من (5.00 على الإجراءات المقترحة للتغلب على معوقات تطبيق منظومة قيادة الأداء المدرسي. ومن أهم المعوقات الكمية هو كثرة عدد البرامج المدرسية التي لا تخدم الأداء المدرسي، ونقص عدد المرافق المدرسية، وازدياد الكثافة الطلابية في الصف الواحد. في حين أن أهم المعوقات النوعية تتمثل في الافتقار إلى تصنيف لقائد المدرسة وفق دورات قيادة الأداء في سلم الرواتب، وتطبيق المنظومة دون اختبارها ودون التدريب عليها. ومن أهم الآليات المقترحة للتغلب على تلك المعوقات وجود حوافز في سلم الرواتب للقيادات المتميزة، وتزويد المباني المدرسي بمرافق متنوعة تجذب الطلاب، وتوفير قاعدة بيانات معلوماتية محدثة باستمرار. وأوصى البحث بتحديد البرامج المدرسية بدقة، وخفض الكثافة الطلابية في الصف الواحد، وزيادة الإمكانات المادية اللازمة للتوسع في المرافق المدرسية.
