|a يعد نظام الأمن الجماعي استثناء من مبدأ تحريم استخدام القوة أو التهديد باستخدامها، وقد تم النص على هذا النظام في الفصل السابع من ميثاق الأمم المتحدة في المواد (39- 51)، والغاية منه هو تنفيذ إجراءات وتدابير دولية موحدة بشكل جماعي من أجل منع أي اعتداء دولة على دولة أخرى، أو قمع ذلك الاعتداء.\nويختص مجلس الأمن الدولي منفرداً في تطبيق نظام الأمن الجماعي بحكم أنه الجهة المخولة بحفظ الأمن والسلم الدوليين، فهو يتمتع بسلطات تقديرية واسعة وفقاً لإحكام الفصل السابع من ميثاق الأمم المتحدة في تكييف الأحداث أو الوقائع أم في اتخاذ الإجراءات الردعية التي يراها مناسبة.\nوتم تقسيم هذا البحث إلى مبحثين تطرق المبحث الأول إلى مفهوم الأمن الجماعي وتطوره، وتطرق المبحث الثاني إلى سلطة مجلس الأمن الدولي في تطبيق نظام الأمن الجماعي.

|f The collective security system is an exception to the principle that the use or threat of use of force is prohibited. These regulations are provided for in Chapter VII of the Charter of the United Nations in Articles 39 to 51. Its purpose is to collectively implement unified international procedures and measures to prevent or suppress any attack by one State against another State.\nThe Security Council has the sole jurisdiction to apply the collective security system since it is the body entrusted with the maintenance of international peace and security. It has broad discretionary powers, in accordance with Chapter VII of the Charter of the United Nations, to adapt events or facts or to take such dissuasive measures as he deems appropriate.\nThis research was divided into two researches. The first dealt with the concept of collective security and its development, and the second dealt with the authority of the United Nations Security Council to implement the system of collective security.\nThis abstract translated by Dar AlMandumah Inc 2018.
