|f This paper explores the theory of global government or what has been called Cosmopolitanism. This is an approach which seeks the establishment of a global government with a global parliament, as well as to build a global community, the foundation of which is the citizen (individual) and not states.\nAlthough this approach has its roots in the depths of human history, it is nevertheless still not possible to apply it, as a result of many obstacles, such as the peculiarities and hegemony imposed by the superpowers. In addition to the idealism and the extra morality that has tarnished and still tarnishes the idea, in a world that recognizes only one law that is the law of the survival of the strongest and the fittest.\nThis abstract translated by Dar AlMandumah Inc. 2018

|a نرصد من خلال هذه الورقة البحثية نظرية الحكومة العالمية أو ما يسمى بالكونية (الكوسموبوليتية)، هذه المقاربة التي يراد منها التأسيس لقيام حكومة عالمية ذات برلمان عالمي، و كذلك بهدف بناء مجتمع عالمي يكون أساسه المواطن (الفرد) وليس الدول. \nوعلى الرغم من أنّ هذه المقاربة تضرب جذورها في أعماق التاريخ البشري إلاّ أنّ سبل تطبيقها لا تزال غير متاحة، وذلك نتيجة لوجود العديد من المعوقات كالخصوصيات والهيمنة المفروضة من طرف القوى العظمى، بالإضافة إلى المثالية والأخلاقية الزائدة التي شابت وما زالت تشوب الفكرة، في عالم لا يعترف إلاّ بقانون واحد إنه قانون البقاء للأقوى والأصلح.

|d A travers ce document nous Surveillons la problématique du gouvernement mondiale Cosmopolitisme cette approche qui former une plateforme d’une communauté mondiale repose sur les principes de légalités la démocratie et sur tous les droit de L’homme ...etc., \n Mais actuellement ce qui se passe sur la scène mondiale est tout à fait différent, par ce que la réalité dite que cette approche est une manœuvre américaine pour dominer et imposer sa nouveau modèle de relations sur tous le monde, est pas une approche humanitaire et morale qui construire une société internationale fonder sur une gouvernement et une parlement mondiale regroupe toutes les états du monde.
