المستخلص: Small towns with a mountainous area are of great importance for the study of regional innovation in different levels and natural fields.
These cities can raise the challenge of innovation and serve as a reference for sustainable development. If it is focused on exploiting its own internal resources and capabilities and working to take advantage of what regional systems may provide for it to which they belong from natural and human resources and field and functional networks. Investing this potential enables it to reach the threshold for regional innovation and pursue a sustainable development approach.
The study of the city of El Qal, for example, the mass of the mountains of the region of Skikda (north-east of Algeria), It aims to highlight the internal and external potential that the value of which will lead to the revival of regional innovation in this city.

Les petites villes en milieu montagneux constituent des territoires intéressants pour questionner la notion d’innovation territoriale à différentes échelles territoriales. En effet, en recelant des ressources riches, diversifiées et spécifiques, ces villes pourraient relever les défis d’innovation territoriale pour créer des référentiels négociés et converger vers un développement local durable. Ces petites villes, tout en se concentrant sur la valorisation de leurs ressources spécifiques et en tirant-bénéfice des potentialités naturelles, humaines et relationnelles de leurs différents systèmes d’insertion territoriale, peuvent atteindre la masse critique nécessaire pour devenir des niches d’innovation territoriale et façonner un avenir durable.
L’étude de l’exemple de la ville de Collo située dans Massif de Collo, la wilaya de Skikda (Nord-est algérien) vise à recenser les potentialités territoriales et extraterritoriales dont la valorisation pourrait susciter un processus d’innovation territoriale.

المدن الصّغرى بمجال جبلي، تعتبر ذات أهمية كبيرة لدراسة الإبتكار الإقليمي في مختلف المستويات والمجالات الطبيعية.
إن هذه المدن يمكنها أن ترفع تحدي الإبتكار وأن تكوّن مرجعا للتنمية المستدامة،إذا ما ركّزت على استغلال مواردها الداخلية وقدراتها الخاصة وعملت على الإستفادة مما قد توفره لها الأنظمة الإقليمية التي تنتمي إليها من موارد طبيعية وبشرية وشبكات مجالية ووظيفية. فاستثمار هذه الإمكانات يمكِّنها من بلوغ العتبة المحفزة لعملية الإبتكار الإقليمي والسير في نهج التنمية المستدامة.
إن دراسة مدينة القل كمثال، كتلة جبال القل بولاية سكيكدة (شمال شرق الجزائر)،تهدف إلى إبراز الإمكانات الداخلية والخارجية التي يؤدي تثمينها لبعث عملية الإبتكار الإقليمي في هذه المدينة.
