عرف منتصف القرن الماضي تقريبا بداية زحف ما تم الإجماع والتواطؤ على تسميته ب «عصر الثورة التكنولوجية». أو «عصر ثورة المعلومات» وكأن التاريخ يعيد نفسه، فمثلما تسربت الآلة البخارية إلى دنيا الناس لتنقلهم من مجتمع الزراعة إلى مجتمع الصناعة، تسللت تكنولوجيا المعلومات والاتصالات إلى حياتنا، لتحدث ثورة المعلومات التي قادتنا إلى مجتمع المعلومات. فمجتمع المعلومات يعتبر وريثا للمجتمع الصناعي أو مجتمع المعرفة. ويصرح العالم الاجتماعي البرازيلي Fernando Henrique Cardoso، أن محرك التاريخ لم يعد يعول على استغلالِ اليد العاملة أو الموارد الطبيعية، الأمر الذي نجم عنه إبقاء عدد ضخم من سكان المعمورة على الهامش، لعدم قدرتهم على الانخراط في الطريق الرئيس للتاريخ. لقد أحدثت التكنولوجيا الابتكارية بمراحلها المختلفة وتداعياتها المتغيرة ‹زلزالا› في النظم الاجتماعية والاقتصادية لمجتمعات المعمورة، حتى صرنا نشكك في أن يكون لدول العالم الثالث نصيب ولو بسيط في مجتمع المعلومات. ولا أحد ينكر في زمننا هذا أن وسائل الإعلام قد أضحت قادرة على امتلاك كل ما من شأنه أن يسهل لها سبل النفاذ إلى كل الوجهات التي تمكنها من نشر وتعميم أفكارِ ومفاهيمِ التأثر في الآخرين، قصد تغيير الاتجاهات والقناعات وإخضاع النفوس وتنميط الذوق. باختصار شديد، لقد أضحت الوظيفة الأساسية للإعلام الغربي، والأمريكي على وجه التحديد، هي بيع المشاهدين إلى المعلنين؛ مما تطلب من الإعلام الدخول في علاقة هي غاية في التعقيد والتشعب مع السياسة؛ غدا على إثرها الإعلام عنصرا رئيسا في الملعب السياسي... نادرا ما يتم التفكر في العلاقة التي تربط التكنولوجيا بالإيديولوجيا، لاسيما وأن لكل منها مساراته وتوجهاته... لكننا لو قلبنا الأمر على أوجهه المختلفة لبدت الحقيقة واضحة؛ فالعلاقة بين التكنولوجيا والإيديولوجيا قائمة لا محالة، ومن ثم فإنه ليس يمكن التنكر للوظيفة أو الوظائف الإيديولوجية التي تحرك كل مستجد تكنولوجي. فحيثما وجدت قوة خشنة صلبة عسكرية وأمنية فثمة لا محالة قوة ناعمة مرنة، وخير دليل على ذلك أنه ما من مستجد تكنولوجي، في الغالب الأعم من الأحوال، يُبَشرَّ بولادته، إلا وكانت المؤسسة العسكرية من ورائه، بل تكون أول مدشن له ومتحكم فيه. إننا أمام استعمار جديد يتجاوز حدود الغزو والاستلاب، ليبلغ درجة الاختراق إن لم نقل درجة الاغتصاب. إنها العولمة البغيضة التي لا تقنع باحتلال أجزاء محدودة من الكرة الأرضية، بل تريدها ملكية مطلقة لها، وبمن فيها.

The Information Society is the heir to the industrial society or the knowledge society. The Brazilian sociologist Fernando Enrique Cardoso states that the engine of history is no longer dependent on the exploitation of workers or natural resources that put a large number of the world’s population on the margin because of their inability to engage in the main road of history. Innovative technology, with its various phases and changing repercussions, has caused an earthquake in the social and economic systems of societies. We have even doubted that the third world countries would have even a small share in the information society. No one denies in our time that the media has become capable of possessing everything that would facilitate access to all the destinations that enable them to disseminate and propagate ideas and concepts to influence others, in order to change attitudes and convictions, submit souls and pattern tastes. In short, the main function of the Western media, and pecifically the American one, has become the sale of viewers to advertisers; this requires from the media to engage in a very complex relationship with politics; to the point that the media have become a major element in the political scene. It is rarely thought about the relationship between technology and ideology, knowing that each has its orientations and directions ... But if we accept reality from different aspects, the truth will seem clear; the relationship between technology and ideology is inevitable, and therefore it is impossible to deny the function of ideology that stands behind every technological innovation. Wherever there is a hard, solid military and security force there is inevitably a flexible soft force: the military institution is often behind every technological innovation. It promises its birth and controls it. We are facing a new colonization that goes beyond the limits of invasion and abduction to the degree of penetration, if not the degree of rape. It is an abhorrent globalization that is not convinced by the occupation of limited parts of the globe, but wants it an absolute ownership.
