المستخلص: Après la fin de la guerre froide, la nouvelle tendance qui régnait aux Nations Unies consistait à traiter les causes menaçant la paix et la sécurité à l’échelle internationale plus globalement, par la diversification et le développement des méthodes de travail de l’organisation en matière de gestion des crises, en accord avec l'apparition d'un ensemble de variables qui ont eu un impact sur la réalité de son travail, et qui l’ont contrainte à moderniser ses mécanismes de fonctionnement. Il en a résulté une quête visant à étendre le concept de paix et sécurité internationales pour englober des dimensions humaines, politiques et de développement. De la sorte, le concept de sécurité collective (globale) a dépassé son cadre traditionnel à dimensions militaires pour s’orienter vers une nouvelle conception avec des dimensions humanitaires, tant que la stabilité de la communauté internationale nécessite une vision à longs termes qui dépasse l'approche simpliste réservée aux risques associés aux conflits armés.

After the end of the Cold War, the new trend that has prevailed at the United Nations was to tackle the causes of the destruction of peace and security in a more general way. The quest to extend the concept of peace and security , to now include humanitarian, development and political dimensions was reached through diversification and development of its methods of work in the management of crises, in accordance with the emergence of a set of variables which have had an impact on the work of the Organization and which imposed its mechanisms. Thus, the concept of collective security has exceeded its traditional framework with its military dimensions to move towards a new vision with humanitarian dimensions, as long as the stability of the international community requires a long -term vision, which would outweigh the simplistic approach given to the risks associated with armed conflicts.

أن التوجه الجديد الذي هيمن على الأمم المتحدة بعد نهاية الحرب الباردة تمثل في معالجة أسباب تهديد السلم والأمن الدوليين بشكل أوسع، من خلال تنويع وتطوير أساليب عملها في إدارة الأزمات، تماشيا مع بروز مجموعة من المتغيرات التي كان لها انعكاسات على واقع عمل المنظمة. فرضت عليها أن تطور آليات عملها. وهو ما أسفر عن سعيها لتوسيع مفهوم السلم والأمن الدوليين ليشمل أبعادا إنسانية وتنموية وسياسية. وبذلك خرج مفهوم الأمن الجماعي من إطاره التقليدي ذي الأبعاد العسكرية لينطلق نحو تصور جديد ذا أبعاد إنسانية، مادام استقرار المجتمع الدولي أصبح يتطلب بعدا في النظر يتخطى المعالجة الضيقة للمخاطر المرتبطة بالنزاعات المسلحة.
