المستخلص: la tâche de préparation du budget est devenu généralement dans la plupart des pays du monde de la compétence de l’organe exécutif exclusivement , et en vertu de celle dont jouissent le potentiel et les moyens de matériel et humain important lui donne la capacité et de l'efficacité pour mener à bien cette tâche complexe. Comme nous trouvons le domaine de la préparation du budget en Algérie au ministre des Finances sous l'autorité et la supervision du Premier ministre qui est le cas en France, la Grande Bretagne et les États-Unis. si la fonction de contrôle qui exercé par le Parlement sur l'activité financière du gouvernement des plus importants des pouvoirs constitutionnels, que le législateur jouit de différentes manières et à différents niveaux temporels après le début du projet de loi sur le budget à discuter devant le Parlement et la fin de la liquidation du budget conformément aux procédures et restrictions spécifiques par la loi. Cependant, la mise en oeuvre d'un tel contrôle de différents types et niveaux souvent rencontré un certain nombre obstacles internes et externes, de fond et de procédure, qui se transforment surveillé dans cette étude et la recherche de ce qui leur convient des solutions et des traitements.

The budget preparation became general task in most countries of the world from the jurisdiction of the executive organ exclusively, and by virtue of that enjoyed by the potential and the means of material and human large gives him the ability and effectiveness to carry out this complex task. As we find the area of budget preparation in Algeria, back to the Minister of Finance under the authority and supervision of the Prime Minister as is the case in France, Britain and the United States .Whether the oversight function that exercised by the parliament on the financial activity of the government of the most important constitutional powers, which the legislature enjoys in different ways and in different time levels of the start of the draft budget law to be discussed in front of parliament and the end of the budget settlement in accordance with the procedures and specific restrictions in the law by law. However, the implementation of such control of various kinds and levels often encountered a number of obstacles, internal and external obstacles, substantive and procedural, which turn monitored in this study and the search for what suits them the solutions and processors.

أصبحت مهمة تحضير الميزانية العامة في أغلب دول العالم من اختصاص الجهاز التنفيذي حصريا بحكم ما يتمتع به من إمكانات ووسائل مادية وبشرية ضخمة، تمنحه القدرة والفاعلية على القيام بهذه المهمة المعقدة. إذ نجد مجال تحضير الميزانية في الجزائر يعود إلى وزير المالية تحت سلطة وإشراف الوزير الأول، كما هو الشأن في فرنسا وبريطانيا والولايات المتحدة الأمريكية. وإذا كانت وظيفة الرقابة التي يمارسها البرلمان على النشاط المالي للحكومة من بين أهم الصلاحيات الدستورية التي تتمتع بها السلطة التشريعية بصور مختلفة وفي مستويات زمنية متباينة، بدءا من عرض مشروع قانون الميزانية لمناقشته أمام البرلمان، وانتهاءا بقانون تسوية الميزانية وفق إجراءات وقيود محددة في القانون. غير أن تنفيذ هذه الرقابة بمختلف أنواعها ومستوياتها غالبا ما تصادفه جملة من المعوقات والعراقيل الداخلية والخارجية، الموضوعية والإجرائية، والتي نحاول رصدها في هذه الدراسة، والبحث عما يلائمها من حلول ومعالجات.
