المستخلص: Comme peut le constater tout observateur du cas africain, la région du sahel est devenue une zone de crises, ce qui a transformé la région en un point de base arrière stratégique pour les réseaux terrorists multinationaux et les groupes de crimes organisés qui prônent des discours du danger, à l’ombre des multiples instabilités politique et économique permanentes. Les défis provenant des lignes arrières sont considérés comme une menace de la sécurité territoriale du Maghreb, et leur profondeur stratégique approuve qu’il ne puisse y avoir de sécurité dans le Maghreb sans la sécurité du Sahel et vis versa. L’Algérie restera le pilier d’appui dans le processus de consolidation de la stabilité à l’intérieur de l’Afrique représenté par le Sahel des crises. Nous pouvons ajouter à cela que la sécurité au Maghreb est traversée par des courants politiques chauds et d’autres froids de coopération sécuritaire.

As it can be seen clearly to the African observer that the Sahel region has become a zone of crises, where the threat map ramifies, This region has been transferred consequently then to a central and strategic point of multinational network of terrorists and organized crime groups which surmount the patriotism and its warning speeches, in the shade of permanent political and economic instabilities. The observer, also, starts focusing to the challenges that resulted from threatening the security in the Maghreb area, where it becomes obvious that the security in the Maghreb and the security in the Sahel complete and need each other proportionally. That Algeria remains the main pillar that support creating stability in the continental level, although the Maghrebian security problems fluctuate within cold political seasons and others warm under co-operation obliged by the fact of vicinity.

يلاحظ المتتبع للشأن الأمني العالمي أن منطقة الساحل أضحت تعبيرا عن هلال أزمات، حيث تتشعب خارطة التهديدات التي حولت المنطقة إلى بؤرة انكفاء استراتيجي للشبكات الإرهابية متعددة الجنسيات، وعصابات الجريمة المنظمة، التي باتت تتداول خطابات الخطر والفزاعة، مستثمرة في مناخ الفساد السياسي والعجز البنيوي والمؤسساتي للدولة الساحلية، وبات ينظر لهذه التحديات المتدفقة من الفناء الخلفي كتهديد للأمن الإقليمي المغاربي، الذي أثبت عمقه الاستراتيجي أنه لا أمن مغاربي دون أمن ساحلي والعكس كذلك، كما أن الجزائر كانت وستبقى حجر الارتكاز الأساسي في صناعة الاستقرار في العمق الإفريقي الذي يمثله ساحل الأزمات، وتظل معضلة الأمن المغاربي تطبعها مواسم سياسية باردة وأخرى دافئة بتعاون أمني تفرضه ضرورات الجوار الإقليمي.
