إن البحث يهدف لدراسة دور أعضاء مركز Project For New American Century (P.N.A.C) في قرار الحرب على العراق. أن المتتبع لهذا القرار يجد أنه لم يكن من صنع الرئيس أو وزارة الخارجية، أو زارة الدفاع، ومجلس الأمن القومي فحسب، بل كذلك من صنع أولئك الباحثين الشتراوسيين أو المحافظين الجدد. لعل أبرز ما يميز قرار الحرب على العراق اعتماده على خطاب أدوات الخداع، وهذا واضح لمن يعتمد التحليل على وفق مرتكزات فلسفية، فالذي يبحث أرشفة للخطاب من منظور مغاير لما هو سائد من تبسيط، سيجد أن مسألة استخدام أسلحة الدمار الشامل لا يمتلكها العراق وهم يعرفون ذلك وأكدوه بعد احتلال العراق، لكن خداع الجمهور يتطلب توظيف مثل هكذا معلومات، وذلك لأن المحافظين الجدد قد اعتمدوا على آراء الفيلسوف ليو شتراوس الذي يبيح لفيلسوف الملك أن يكذب، ولأن الحقائق لا يستطيع الجمهور تحملها، لهذا يفترض إخفاؤها.
The paper aims to study the role of members in the Project For New American Century (P.N.A.C) in war resolution on Iraq. Anyone who has followed this decision finds that it was not making only by the president or by the Ministry of Foreign, or the Ministry of Defense, or National Security Council, but also was made by members of (P.N.A.C). Perhaps, the most distinctive characteristic of the war resolution on Iraq was being adopted devices of deception discourse.
