المستخلص: هدفت الدراسة إلى تقديم مقترحات تسهم بإذن الله في تطوير صنع القرارات في مدارس التعليم العام الحكومية للبنين بمحافظة الزلفي من وجهة نظر المشرفين التربويين وقادة المدارس والمعلمين وذلك من خلال الكشف عن واقع صنع القرارات في تلك المدارس، وتحديد المعوقات التي تحول دون ذلك.
واستخدمت الدراسة المنهج الوصفي المسحي، وتم بناء استبانة أجرى عليها اختبارات الصدق والثبات وتم توزيعها على عينة الدراسة التي تكونت من المشرفين التربويين وقادة المدارس والمعلمين بمحافظة الزلفي، في الفصل الدراسي الثاني من العام الجامعي 1438/1439ه والبالغ عددهم (267) منهم (37) مشرفاً و(54) قائداً، و(176) معلماً، وخلصت الدراسة إلى نتائج منها موافقة أفراد الدراسة بدرجة كبيرة على أن قيادة المدرسة تدرك مفهوم صنع القرار، وتجمع المعلومات الكافية حول المشكلة، وتقوم بتحليلها، وتضع حلولا وبدائل مقترحة للمشكلة، وتختار البديل الأفضل عند اتخاذ القرار، وتشرك منسوبي المدرسة في صنع القرارات عن طريق الاجتماعات واللجان، كما تبين من نتائج الدراسة أن من معوقات صنع القرارات في المدارس قلة توافر المعلومات اللازمة لصنع القرار، وضعف برامج التنمية المهنية لقيادة المدرسة المتعلقة بصنع القرار، وكثرة الأعباء المدرسية الملقاة على قيادة المدرسة ومنسوبيها، وقلة الحوافز المقدمة للمشاركين في صنع القرارات. وأوصت الدراسة بالتحفيز المادي والمعنوي للمشاركين في صنع القرارات بالمدرسة، بما يسهم في التشجيع على المشاركة بفاعلية في تلك العملية الفعالة، ومنح قادة المدارس مزيداً من الصلاحيات بما يسهم في قيامهم بتفويض بعض الصلاحيات لمنسوبي المدرسة، الأمر الذي ينعكس على زيادة قدرتهم على صنع القرارات المدرسية.

The study aimed to make proposals that contribute, God willing, to develop decision-making in public education schools for boys in Zulfi governorate from the point of view of educational supervisors, school leaders and teachers by revealing the reality of decision-making in these schools and identifying the obstacles that prevent this. The study used the descriptive and survey methodology. A questionnaire consisted of tests of honesty and consistency was prepared. It was distributed among the sample of the study which consisted of the educational supervisors, school leaders and teachers in Zulfi province in the second semester of the academic year 1438/1439 AH. They were (267). 37 out of them were supervisors, (54) were leaders and (176) were teachers. The study concluded that the results of the study were greatly favorable for the persons of the study’s sample as the school leadership understood the concept of decision making. They collected sufficient information about the problem and analyzed it. They also put forward the solutions and proposed other alternatives to solve the problem. They implemented the best alternative while making the decision. They called other school members also to participate in the decision- making process through the meetings. The results of the study revealed that the lack of required information for the process of decision-making, weak professional development programs of the school's decision-making leadership, high level of burdens of the school on the shoulders of the school leadership and its other members and lack of incentives for the decision makers were some of the main obstacles for the successful process of decision-making.
The study recommended the financial and moral incentive and motivation for the participants in decision-making process in the school. This incentive can play an important role to encourage them to participate actively in this effective process. The study also recommended to give school leaders more capabilities which can help them to delegate some powers to the other members of the school which is reflected in their increased capacity in making school decisions.
