la libéralisation des services publics dans les Industries de réseau est principalement due à la piètre performance du secteur public (monopoleur) dans l'exploitation de ces installations. Le but de ce travail est d'examiner les caractéristiques de ce type d'installation, et les raisons et les motivations qui ont conduit à la libéralisation des installations publiques en réseau, dans cette étude, nous allons également examiner l'expérience algérienne dans la libéralisation de l'installation publique dans les secteurs de la grille du secteur de l'électricité comme un modèle, qui reflète la vision De l'État pour son rôle dans lacréation d'un climat économique libre. The liberalization of public utilities in the Network Industries is mainly due to the poor performance of the public sector (monopolist) in the operation of these facilities. The purpose of this work is to examine the characteristics of this type of facility, and the reasons and motives that have led to the liberalization of the networked public facilities, in this study, we will also examine the Algerian experience in the liberalization of the public facility in the grid sectors of the electricity sector as a model, which reflects the vision Of the State for its role in creating a free economic climate تعود عملية تحرير المرافق العامة في الصناعات الشبكية بالأساس إلى سوء أداء القطاع العام (المحتكر) في تشغيل هذه المرافق يهدف هذا العمل إلى دراسة الخصائص التي يتميز بها هذا النوع من المرافق، وأسباب ودوافع التي حملت تحرير المرافق العامة ذات التنظيم الشبكي، كما سنتطرق في دراستنا هذه إلى دراسة التجربة الجزائرية في تحرير المرفق العام في القطاعات الشبكية قطاع الكهرباء كنموذج، وهذا يعبر عن رؤية الدولية لدورها في خلق مناخ اقتصادي حر. |
