|a تناول البحث مفهوما حديثا في علم الإدارة، وهو مفهوم إدارة التقانة بما يحويه هذا المفهوم من قواعد وأسس ومنهجيات وضوابط تساعد على نقل وتطبيق تقانة ما من مكان إلى آخر بشكل علمي وممنهج، وبالشكل الذي يسمح للجهة المتلقية للتقانة بأن تتمكن فيما بعد من استيعاب هذه التقانات وامتصاصها، ومن ثم القدرة على إنتاج تقانات مشابهة في مراحل متقدمة. من ناحية أخرى وللوقوف على هذا المفهوم بشكل عملي، تناول البحث العديد من تجارب الدول الناجحة كالتجربة الكورية والتجربة الصينية، إضافة إلى التجربة الماليزية الرائدة في هذا المجال. حيث استطاعت هذه الدول وفي فترة وجيزة أن تقدم نهضة تقانية وعلمية ملموسة خلال السنوات السابقة، كما تحولت هذه الدول من دول مستوردة للتقانة إلى دول مصدرة لها على مستوى العالم. أخيراً يقدم البحث موجزاً عن الواقع التقاني العربي وأسباب تراجعه.

|b This research presented one of the modern concepts in administration area called “Technology Management”. This concept refers to the mechanism by which we can transfer one technology from one place to another and gives the ability of applying it following scientific and methodological manner. As a result, this will give the chance for the received country to absorb and assimilate the new technology and to produce similar technologies in advanced phases. In the other side, the research presents many succeed experiments in this filed like the Korean, Chinese, and the Malaysian experience. This countries in a very short period could be able to stand up and present a perceptible and technological renaissance during the last years and to be one of biggest countries for exporting technology. Lastly, the research presented a brief history of the present technological situation of the Arab countries and showed the reasons of their retardation.
