|a إن المنظمات الدولية ماهي في الحقيقة إلا كيانات قانونية يقتصر اختصاصها على قطاع الحياة الدولية، لتوسيع الانفتاحية القائمة واتخاذ التدابير والترتيبات اللازمة لدمج الأسواق والاقتصاديات الوطنية في سوق عالمية واحدة من أهم أهداف المنظمات الدولية قصد المشاركة الإيجابية والواعية في التعامل في ظل هذه العولمة لضمان الحصول على أقصى المكاسب الممكنة .إن المنظمات الدولية هي مجموعة من القواعد القانونية المنظمة لموضوع رئيسي معين أو المرتبطة بإطار موضوعي محدد، مثل نظم الحياد والتمثيل الدبلوماسي والقنصلي، وتذهب إلى أبعد من ذلك إلي المعاهدات الدولية والمؤتمرات والحروب فهذا الكائن الاجتماعي كما يراه (هوريو) دائم الوجود والتطور من خصائصه الذاتية خلق قانون وتطبيقه والتطور به بما يتلاءم وحاجات الجماعة المتطورة.
