|d Il y a assez d’eau sur la planète pour tous, y compris dans des territoires souffrant de sécheresse ponctuelle ou chronique. La « crise de l’eau » à laquelle la communauté internationale fait face actuellement est avant tout une « crise de gouvernance ». Sécuriser l’eau pour tous, en particulier pour les populations vulnérables, ne se résume pas simplement une question d’hydrologie (quantité, qualité de l’eau et ressources et besoins en eau) et de financement. Il s’agit également d’un problème de bonne gouvernance. Cette étude aborde la question de la gouvernance de l’eau en générale puisque La bonne gouvernance de l’eau constitue une condition de succès essentielle pour garantir le bien-être de tous, contribuer au développement économique et maintenir la planète bleue, mais également pour promouvoir la paix et la stabilité et le cas de la France du point de vue de la gestion de la ressource au plan global et au plan local. Elle examine comment résoudre les conflits d’usage d’une ressource plus rare.

|a يتوفر كوكب الأرض على نسبة مياه ما تكفي الجميع بما في ذلك المناطق التي تعاني من الجفاف العابر أو المزمن. فالأزمة المائية التي يواجهها المجتمع الدولي هي قبل كل شيء أزمة حوكمة. فتأمين المياه للجميع وخاصة الفئات الضعيفة والمهمشة هي ليست ببساطة مسألة هيدرولوجية (كمية، نوعية الموارد المائية والاحتياجات المائية (وتمويلية ولكن تعتبر مسألة حوكمة جيدة. \nومنه تهدف هذه الدراسة إلى طرح مشكلة حوكمة المياه بصفة عامة باعتبارها شرط نجاح أساسي لضمان الرفاهية للجميع وتحقيق النمو الاقتصادي والحفاظ على الكوكب الأزرق بالإضافة إلى تعزيز السلام والاستقرار، ودراسة التجربة الفرنسية من وجهة نظر إدارة الموارد المائية على المستوى العالمي.
