المستخلص: Constantine troisième ville de l’Algérie et capitale de l’Est par excellence exerce une influence digne de celle d’une grande métropole depuis des siècles, de par son passé, sa situation géographique et son poids démographique, qui lui ont permis de se doter du statut de pole de convergence et de commandement sur toute la région Nord Est. Entre report de croissance et saturation, la métropole puise dans ses ressources pour s’affirmer. Doté d’une aire métropolitaine non négligeable, elle doit jouer des rôles multiples pour mettre un terme aux dysfonctionnements spatiaux. Son ambition est d’être un pole macro régional compétitif. C’est dans cette perspective que nous allons essayer d’étudier une logique de cluster (pole de compétitivité), que nous avions pu détecter au sein de Constantine métropole tout au long de ce travail.

Constantine is the third city in terms of its important strategic location. It has been the capital of the Algerian East for centuries, in terms of its history, geographical location and population density, which allowed it to obtain the rank of the best and largest pole controlling the region of the north-east of Algeria and between a high demographic exodus and huge population saturation. In fact, the city of Constantine plays multiple roles as it strives to overcome the obstacles and difficulties it faces in order to put an end to them. It is ambitious to become one of the largest regional and competitive poles. In this context, we will try to show that the city of Constantine can be an important competitive pole through the Omran project carried out by many specialized members in several fields. To achieve that purpose, these research steps will be based on two main factors. They are gravity and competitiveness of the city of Constantine, which continuously enrich its geographical area. These factors allow for the formation and creation of several competitive cluster poles.

قسنطينة ثالث مدينة من حيث موقعها الاستراتيجي الهام، وعاصمة الشرق الجزائري بامتياز منذ قرون، من حيث تاريخها، وموقعها الجغرافي، وكثافتها السكانية اللذان سمحا لها بالتحصل على مرتبة أحسن وأكبر قطب مسيطر على منطقة الشمال الشرقي الجزائري، وبين نزوح ديموغرافي عالي وتشبع سكاني ضخم؛ فإن مدينة قسنطينة تلعب أدوارا متعددة حيث تسعى جاهدة للتغلب على العراقيل والصعاب التي تواجهها لتضع حدا لها، طموحها يتمثل في أن تصبح من أكبر الأقطاب الإقليمية والتنافسية وفي هذا السياق، سنحاول من خلال دراستنا هذه، أن نبين أن مدينة قسنطينة بإمكانها أن تكون قطبا تنافسيا مهما وذلك من خلال مشروع عمران يقوم بتحقيقه العديد من الأعضاء المختصين في ميادين عدة ومن أجل تحقيق ذلك الغرض فإن خطوات بحثنا هذه سترتكز على عاملين أساسيين وهما الجاذبية والتنافسية الموجودان في مدينة قسنطينة واللذان يغذيان رقعتها الجغرافية باستمرار؛ إن هذين العاملين يسمحان بتكوين وخلق عدة أقطاب تنافسية عنقودية.
